Agreement with MAR-RIC Transitional and Recovery Facility

 

RECOMMENDATION:

Adopt a Resolution:

 

1) Authorizing the President of the Board to execute an Agreement with MAR-RIC Transitional and Recovery Facility to provide transitional residential mental health services to seriously mentally ill adults for the term July 1, 2007 through June 30, 2010, for a maximum obligation of $394,874; and

 

2) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

*During FY 2006-07 several higher need clients were transferred by Mental Health Services from this enhanced board and care provider to open beds in the Full Service Partnership program, leaving a more stable client population at MAR-RIC. As a result there were no discharges in FY 2006-07.

 

BACKGROUND:

Mental Health Services has contracted with this provider since February 2002 for the provision of transitional residential services for individuals who are transitioning from locked facilities or psychiatric inpatient units to a lower level of care or who would otherwise require locked facility placement. This provider has been effective in working with seriously mentally ill clients to keep them in the community and out of more restrictive and more expensive locked facility placements.

 

Under the B-1 Administrative Memorandum housing services and related supports for Mental Health clients are exempt from the Request for Proposals process requirement.

 

DISCUSSION:

Mental Health Services is renewing the Agreement with this provider for a three-year term. This provider will provide services for up to five clients daily.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. This Agreement is currently on the continuing resolution.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2007 through June 30, 2010. The contract maximum is $394,874 for the three-year term. For FY 2007-08 the budget maximum is $127,990, which has been included in the Mental Health Services tentatively Adopted FY 2007-08 Budget. Sales tax through realignment will fund $113,911, and the Net County Cost is $14,079. Similar arrangements will be made for FY 2008-09 and FY 2009-10.
