Agreement with Mental Health Association of San Mateo County

 

RECOMMENDATION:

Adopt a Resolution:

1)

Authorizing the President of the Board to execute an Agreement with the Mental Health Association of San Mateo County (MHA) in the amount of $725,376 to provide HIV housing services and manage the wrap-around fund for the period of July 1, 2007 to June 30, 2008; and

 

2)

Authorizing the Director of Health or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

Since 1994 MHA has been providing housing assistance to clients with HIV/AIDS and managing the wrap-around fund, which provides limited emergency assistance for expenses associated with securing and maintaining housing such as assistance with utility payments, minor home repairs, and rental assistance. Over the years, MHA has been instrumental in helping numerous clients maintain stable housing, enabling them to keep medical appointments and adhere to increasingly complex medication regimens.

 

A Request for Proposals (RFP) to provide housing assistance services and manage the wrap-around fund for the period of July 1, 2006 to June 30, 2009 was released in March 2006. An independent review panel selected MHA to provide these services.

 

On June 5, 2007, your Board approved Resolution 068753, authorizing the Controller to continue payments for the period of July 1, 2007 to September 30, 2007, allowing continuation of services until funding notification was received.

 

DISCUSSION:

The San Mateo County AIDS Program has been awarded funding from the Housing Opportunities for Persons with AIDS Act (HOPWA) and from the California State Office of AIDS (CSOA) to provide health and social services to people with HIV/AIDS. A specific portion of both grants is intended to help people with HIV/AIDS optimize their health by acquiring and maintaining stable housing.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2007 through June 30, 2008. The maximum amount of funding for the Agreement is $725,376: $485,172 in HOPWA funds, $218,822 from CSOA funding, and $21,382 from General Funds. The Net County Cost of $21,382 represents the 3% Cost of Living Adjustment approved by your Board for community-based organizations, based on last year’s award of $712,724. The overall base award was reduced slightly due to the reduction of funding from HOPWA in the amount of $8,730. Revenues and appropriations associated with this Agreement have been included in the tentatively Adopted FY 2007-08 Budget.
