Agreement with Prins, Williams & Associates, LLC

 

RECOMMENDATION:

Adopt a Resolution:

 

1) Authorizing the President of the Board to execute an Agreement with Prins, Williams & Associates, LLC to provide research and evaluation services for the term July 1, 2007 through June 30, 2008, for a maximum obligation of $244,533; and

 

2) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

Prins, Williams & Associates, LLC has provided research and evaluation services for the Mental Health Services Division since 1999. On September 19, 2006, your Board approved Resolution 068308, approving an Agreement with Prins, Williams & Associates for FY 2006-07. In April 2007 Mental Health Services issued a Request for Proposals for the provision of research and evaluation services. Two proposals were received, and Prins, Williams & Associates, LLC was selected to provide these services.

 

DISCUSSION:

Mental Health Services is renewing the Agreement with this contractor for FY 2007-08 to continue to provide research and evaluation services. Federal and State programs require Mental Health Services to submit a range of evaluations and reports on program outcomes. These requirements have increased as a result of the Mental Health Services Act to include technical evaluation design, analysis, and evaluation reporting on new initiatives including the Mental Health Court, clinical evidence based practices outreach to underserved populations, Mentally Ill Offenders Crime Reduction (MIOCR) grant reporting, and access improvement. In addition, Mental Health’s program quality efforts and state “External Quality Review” and cultural competence plan updates require extensive research and evaluation data. The Agreement includes an increase in research assistant staffing to help meet these additional requirements.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits. The Agreement with this provider is on the Continuing Resolution.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2007 through June 30, 2008. The Agreement maximum for FY 2007-08 is $244,533. Of that amount, State and Federal Medi-Cal will fund $99,847, and Substance Abuse and Mental Health Services Administration (SAMHSA) grant funds will fund $44,839. The balance of $99,847 will be funded by sales tax provided through realignment. There is no Net County Cost. Funds for these services have been included in the Mental Health Services tentatively Adopted FY 2007-08 Budget.
