Agreement with Women’s Recovery Association – Pathways For Women Project

 

RECOMMENDATION:

Adopt a Resolution:

 

    1) Authorizing the President of the Board to execute an Agreement with the Women’s Recovery Association to provide alcohol and drug treatment services under the Pathways For Women Project for the term of April 1, 2007 through June 30, 2008, for a total obligation of $158,000; and

 
   

    2) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

The Mentally Ill Offender Crime Reduction (MIOCR) Grant Program is a result of a multi-system collaboration among The Sheriff’s Office, Mental Health Services and Alcohol and Other Drug (AOD) Services. In 1998 the County received a four-year research grant from the State Board of Corrections. In 2006 the County applied for and received a second grant. Unlike the first grant, this second grant is not a research grant and has a limited 18-month time frame.

The MIOCR Program, entitled the Pathways For Women Project, provides services to female participants who are seriously mentally ill offenders who are currently in the Women’s Correctional Center and have been dually-diagnosed with co-occurring mental illness and substance abuse disorders.

At the time of the proposal, several service providers, including Women’s Recovery Association (WRA), were specifically identified in the MIOCR grant application as having the best resources to serve this challenging population.

Under the proposed arrangement, WRA is to provide mental health services for dually-diagnosed clients, outpatient chemical dependency treatment, and group and outpatient gender trauma focused support.

In order to expedite the process and to facilitate compliance with grant requirements, your Board by Resolution 068778 agreed to waive the Request for Proposals (RFP) requirement for specific providers, including the Women’s Recovery Association.

 

DISCUSSION:

 

On June 5, 2007, the Board of Supervisors, under Resolution 068778, received a grant in the amount of $902,589. The AOD portion of this grant amount is $158,000. Three programs will work collaboratively to provide the required services. The Sheriff’s Office will provide fiscal oversight, collect data, submit reports to the State, and serve as a liaison to the Board of Supervisors. Mental Health Services will coordinate treatment and support services to participants. Alcohol and Other Drug Services will contract with WRA for Residential and Intensive Outpatient Alcohol and Drug Treatment Services.

The processing of this Agreement was delayed pending the formal notification of the MIOCR grant, which occurred in late March 2007 and the Board of Supervisors approval and acceptance of the grant funding on June 5, 2007. Under the aforementioned Resolution, the Board also waived the Request for Proposal process and authorized an Agreement with WRA for services funded by the MIOCR Grant.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. This Agreement has been reviewed and approved as to form by the County Counsel’s office, and Risk Management has approved the Contractor’s Insurance coverage.

 

FISCAL IMPACT:

The term of this Fee For Service Agreement is April 1, 2007 through June 30, 2008. The total funding obligation for this Agreement is $158,000, is funded totally by the MIOCR Grant, and has been included in the AOD tentatively Adopted FY 2007-08 Budget. There is no Net County Cost.
