RECOMMENDATION:
|
Adopt a Resolution authorizing the President of the Board to execute an Agreement with Youth and Family Enrichment Services (YFES) for mental health services, support for the Youth Development Initiative, community worker services, and tobacco cessation services for the term July 1, 2007 through June 30, 2008, for a maximum obligation of $1,321,451.

BACKGROUND:
|
For several years, the Health Department has contracted with YFES and its predecessors to provide services authorized by the Mental Health Plan (MHP): Girls’ Juvenile Drug Court expansion program and child abuse treatment services, support of the Youth Development Initiative (YDI) for Health Policy and Planning, and community worker services for Family Health Services. YDI promotes youth asset development and supports the San Mateo County Youth Commission. YDI staff recruits and trains youth to advise and participate on County Boards/Commissions regarding policies affecting youth in San Mateo County.

YFES was previously selected through various Request for Proposals (RFP) processes to provide the following services: community workers/case management for Family Health in July 2005; school-based mental health services in December 2006; client assessment and cessation activities among YFES program participants for Public Health in May 2007; and mental health services authorized by the MHP in June 2007. Due to the sole source nature of services offered in the Girls’ Juvenile Drug Court expansion program and in YDI, RFP processes were waived by your Board on March 28, 2006 and September 29, 2006.

DISCUSSION:
|
The scope of services provided in FY 2006-07 is being maintained for FY 2007-08, with the additional resources to increase the county’s capacity to work with young people as partners and serve as adult allies and provide tobacco cessation services. Through collaboration with Breathe California, free nicotine replacement therapy will also be offered to all adults who participate in tobacco cessation classes.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. This Agreement, Board Memo and Resolution have been reviewed and approved by County Counsel and Risk Management. This Agreement is on the Continuing Resolution.

FISCAL IMPACT:
|
The term of this Agreement is July 1, 2007 through June 30, 2008. The Agreement maximum is $1,321,451. The Mental Health maximum is $672,911 of which $264,647 is paid for by State and Federal Medi-Cal, $17,991 from Healthy Families/ Healthy Kids, $41,950 provided by the Human Services Agency, $198,825 from the Mental Health Services Act funds, and $91,405 from realignment. The amount for Family Health community worker services is $392,040, of which $120,079 is paid for by First 5 grant funds and is $148,975 from Medi-Cal Targeted Case Management. The Public Health maximum is $45,000, all of which is funded through the Tobacco Settlement Agreement allocation, and the YDI maximum is $211,500, which is all Net County Cost. Additional Net County Cost included in this Agreement is $58,093 for Mental Health and $122,986 for Family Health. Revenue and expenditures have been included in the Health Department’s tentatively Adopted FY 2007-08 Budget.
