Agreement with Caminar for Mental Health and Support Services

 

RECOMMENDATION:

Adopt a Resolution:

 

1) Waiving the Request for Proposals requirement for supported education services; and

 

2) Authorizing the President of the Board to execute an Agreement with Caminar for the provision of housing and housing-related services, supported education services, intensive case management, and rehabilitation services for the term July 1, 2007 through June 30, 2008 for a maximum obligation of $6,525,815; and

 

3) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

San Mateo County has contracted with Caminar for over 25 years to provide housing and housing-related services, supported education services, and rehabilitation services to psychiatrically disabled adult consumers. Without community-based support services, these mental health clients would be at significantly increased risk of psychiatric hospitalization, placement in a locked facility, or becoming homeless. In April 2007 Mental Health Services released a Request for Proposals (RFP) for intensive case management services for adult clients. Caminar submitted a proposal and was selected to provide these services.

 

DISCUSSION:

Mental Health Services is renewing the Agreement with Caminar for FY 2007-08. Caminar will provide crisis residential treatment, transitional residential treatment, medication support, case management, intensive case management, and rehabilitation services for adult clients. Caminar will also provide enhanced supported education services for transition-age youth. These supported education services are included in the three-year Mental Health Services Act (MHSA) plan approved by the State. Mental Health Services is requesting a waiver of the RFP requirement for supported education services for this Agreement. Caminar is the only known provider of supported education services in San Mateo County. Under the B-1 Administrative memorandum, the selection of providers of housing services for Mental Health Services clients is exempt from the RFP process.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2007 through June 30, 2008. The Agreement maximum of $6,525,815 includes a 3% COLA. Medi-Cal and Medicare are expected to fund $2,078,472. The Mental Health Services’ Substance Abuse and Mental Health Services Administration grant will provide $48,340 in funding. MHSA funds will cover $159,700 of the cost. Sales tax provided through realignment will cover $3,519,256. The Net County Cost is $720,047. Revenues and expenditures for these services are included in the Mental Health Services tentatively Adopted FY 2007-08 Budget.
