Agreement with Caminar for Consumer-Run Peer-Support Services

 

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing a waiver of the Request for Proposals requirement for consumer-run peer-support services; and

 

2) Authorizing the President of the Board to execute an Agreement with Caminar for consumer-run peer-support services for the term July 1, 2007 through June 30, 2008, for a maximum obligation of $376,125; and

 

3) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

This Agreement contributes to this commitment and goal through the provision of consumer-run peer-support services for mental health consumers in San Mateo County.

BACKGROUND:

Consumer-operated self-help/peer-support services have been identified in the President's New Freedom Commission on Mental Health Report as critical components of effective community mental health systems. They are also cited as a key service strategy in the Mental Health Services Act requirements. These services are essential to supporting consumers as they progress through all phases of wellness/recovery, including through periods of relapse. Peer-support services are cost effective and have been found to reach and engage mental health clients who otherwise may not be able to or choose not to participate in community activity programs on their own. San Mateo County has a long history of supporting these services.

 

In the fall of 2004 Caminar was selected through a Request for Proposals (RFP) process to provide administrative and organizational support for the development of an independent 501(c)(3) consumer-run organization (CRO) known as “Heart and Soul,” an organization responsible for providing consumer peer-support and self-help services in San Mateo County. Caminar has provided these services since March of 2005.

 

Mental Health Services has a separate Agreement with Caminar for the provision of crisis residential treatment services, transitional residential treatment services, medication support, case management, and rehabilitation services for adults.

 

DISCUSSION:

Mental Health is renewing the Agreement with Caminar for FY 2007-08. The CRO is currently an independent legal corporate entity, and Caminar is subcontracting with it for the provision of consumer self-help services. Caminar will continue to provide administrative services to support the development of Heart and Soul, providing management supervision, consultation, and training for staff. It is anticipated that Caminar will continue to provide these services for several years, until such time as Heart and Soul has the capacity to contract directly with the County. Currently the CRO is providing peer-support services at five locations in the County. Stigma reduction informational presentations will also be provided by this contractor. Mental Health Services is requesting a waiver of the RFP process for this Agreement to allow Caminar to continue to provide these services through FY 2007-08.

 

This Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. The Agreement for these services is currently on the Continuing Resolution.

 

FISCAL IMPACT:

The term of this Agreement is July 1, 2007 through June 30, 2008. The maximum obligation is $376,125, which is included in the Mental Health Services’ tentatively Adopted FY 2007-08 Budget. Funding for these services shall be 100% from sales tax through realignment. There is no Net County Cost.
