SUBJECT:

Third Amendments to the Agreements with Catholic Charities CYO; City of South San Francisco; Mills-Peninsula Senior Focus, Inc.; and Peninsula Volunteers, Inc., for adult day care services

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board of Supervisors to execute Third Amendments to the Agreements with Catholic Charities CYO; City of South San Francisco; Mills-Peninsula Senior Focus, Inc.; and Peninsula Volunteers, Inc., for adult day care services increasing the collective amount by $141,600 for FY 2007-08 for a total of $424,800 with no change to the term of July 1, 2005 through June 30, 2009.

Aging and Adult Services (AAS) has continued to make the provision of services which help maintain at-risk individuals in a least restrictive setting a division-wide performance measure. With the assistance of the services provided through these Agreements we have met this measure as a Division.

BACKGROUND:

On September 13, 2005, your Board adopted Resolution 67528 approving Agreements with Catholic Charities CYO; the City of South San Francisco; Mills-Peninsula Senior Focus, Inc.; and Peninsula Volunteers, Inc., in the collective amount of $141,600 for the term of July 1, 2005 through June 30, 2009 for the provision of adult day care services.

 

Resolution 67528 also authorized the Director of Health to execute subsequent amendments and minor modifications not to exceed $25,000, and to make minor changes in the types of services and activities provided under the Agreements. On April 13, 2006, the Director of Health approved the First Amendment to the Agreements, adding State required language regarding an appeals process and the restrictions around lobbying and County required language regarding contractor employee jury service.

 

On June 27, 2006, your Board adopted Resolution 68108 approving the Second Amendments to the Agreements which increased the total by $141,600 for the July 1, 2006 through June 30, 2007 period for a total amount of $283,200 collectively with no change to the term.

 

DISCUSSION:

AAS receives funding from the California Department of Aging (CDA) for the Multipurpose Senior Services Program (MSSP). MSSP supports the independence of at-risk individuals by providing a variety of services such as adult day care, transportation, attendant care, and family caregiver support. AAS contracts with community organizations to provide these services.

 

The adult day care service providers were selected through a Request for Proposals (RFP) process conducted in 2005 by AAS for a contract term of July 1, 2005 through June 30, 2009. The Third Amendments to these Agreements increase the funding for the continuation of these services for FY 2007-08.

 

Change Order 5700006R67528A-1, authorized by the Health Director, includes all provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy. County Counsel has reviewed and approved the Resolution and Amendments as to form.

 

FISCAL IMPACT:

The term of the Agreements remains the same, July 1, 2005 through June 30, 2009. The maximum the County shall be obligated to pay collectively for these amended Agreements for FY 2007-08 under a single resolution is $141,600. The new collective amount of the Agreements is $424,800 for the full contract term. Funds for these services are included in the AAS tentatively Adopted FY 2007-08 Budget. There is no Net County Cost.
