Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The reclassification of three positions and the addition of one position will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work. The conversion of the unclassified position implements the will of the voters as reflected in their passage of Measure D.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

reclassifying one filled position and two vacant positions,

adding one new position, and

converting one unclassified position to classified status as required by Measure D.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

 

ORGANIZATION 12000 COUNTY MANAGER’S OFFICE

Action:

Reclassify: One position of D184S, Management Analyst Series

Biweekly Salary: $2,640.00 - $3,300.00

Approximate Monthly Salary: $5,720.00 - $7,151.00

To: One position of D088, Program Services Manager II

Biweekly Salary: $3,056.80 - $3,820.80

Approximate Monthly Salary: $6,624.00 - $8,279.00

Explanation:

This is the reclassification of one filled position of Management Analyst III to the classification of Program Services Manager II. This position has been studied and determined to be appropriately classified as Program Services Manager II. This action represents a monthly salary and benefits cost of $1,602. There is no change in the total number of authorized positions.

 

ORGANIZATION 13000 ASSESOR-CLERK-RECORDER

Action:

Add: One position of B028 Graphics Specialist-Unclassified

Biweekly Salary: $1,896.00 - $2,370.40

Approximate Monthly Salary: $4,108.00 - $5,136.00

Explanation:

This is the addition of one Unclassified Graphics Specialist position. This position has been studied and determined to be appropriately classified as Graphics Specialist. This action represents a monthly salary and benefits cost of $7,036. This change represents an increase of one in the total number of authorized positions.

 

ORGANIZATION 45100 PUBLIC WORKS ADMINISTRATION

Action:

Reclassify: One position of D184S, Management Analyst Series

Biweekly Salary: $2,640.00 - $3,300.00

Approximate Monthly Salary: $5,720.00 - $7,151.00

To: One position of D060, Financial Services Manager I

Biweekly Salary: $2,910.40 - $3,638.40

Approximate Monthly Salary: $6,306.00 - $7,884.00

Explanation:

This is the reclassification of one vacant position of Management Analyst III to the classification of Financial Services Manager I. This position has been studied and determined to be appropriately classified as Financial Services Manager I. This action represents a monthly salary and benefits cost of $1,041. There is no change in the total number of authorized positions.

Reclassify: One position of N051, Senior Drafting Technician

Biweekly Salary: $2,319.20 - $2,899.20

Approximate Monthly Salary: $5,025.00 - $6,282.00

Biweekly Salary: $2,392.00 - $2,989.60

Approximate Monthly Salary: $5,183.00 - $6,478.00

Explanation:

This is the reclassification of one vacant position of Senior Drafting Technician to the classification of Construction Inspector II. This position has been studied and determined to be appropriately classified as Construction Inspector II. This action represents a monthly salary and benefits cost of $269. There is no change in the total number of authorized positions.

 

ORGANIZATION 70000 HUMAN SERVICES

Action:

Convert: One position of B143S, Employment Services Specialist Series - Unclassified

To: Classified Status

Explanation:

This is the conversion of one position from unclassified to classified status. Measure D adopted by the voters in November, 2004, requires that any unclassified position continuously filled for at least three years be converted to classified status. This position meets that requirement. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

 

Fiscal Impact

The reclassification and add and delete actions represent a monthly salary and benefits cost of $9,948 or an annual cost of $119,376.
