RECOMMENDATION: | ||||
Adopt a resolution authorizing an Agreement with the City and County of San Francisco whereby it agrees to reimburse the County $125,000 for fiscal year 2007-08 for Airport/Community Roundtable related costs. | ||||

The proposed Agreement contributes to this commitment and goal by providing funding from the City and County of San Francisco to support the activities of the Airport/Community Roundtable to address noise impacts in affected neighborhoods and communities from aircraft operations at San Francisco International Airport. | ||||

BACKGROUND: | ||||
The Airport/Community Roundtable is funded by its member agencies. Those agencies include the City and County of San Francisco, the County of San Mateo, 18 of the 20 cities in San Mateo County, and the C/CAG Airport Land Use Committee. The funds are managed by the County of San Mateo through a trust fund. | ||||
Since 1993, the City and County of San Francisco has provided a minimum of $100,000 per year to the county to help support the activities and operations of the Roundtable. This funding covers a portion of the costs for one Senior Planner to manage the Roundtable activities and for contracts for technical and administrative support. The remainder of the Roundtable annual funding comes from: (1) the County of San Mateo ($12,000, an amount previously authorized by the Board of Supervisors), (2) 18 of the 20 cities in the county, and (3) C/CAG, on behalf of the C/CAG Airport Land Use Committee (ALUC). The cities and C/CAG each contribute $1,500. The City and County of San Francisco annual Roundtable funding for FY 2006/2007 was $155,000. | ||||
DISCUSSION: | ||||
The ongoing cost-sharing agreement between the Roundtable member agencies will continue for FY 2007/2008. The City and County of San Francisco has recently approved a decrease in its annual Roundtable funding, from $155,000 to $125,000, for FY 2007/2008. The decrease in funding reflects the Roundtable’s revised meeting schedule for FY 2007/2008 (six meetings per year) instead of the previous ten meetings per year schedule. The annual funding contributions from the other Roundtable member agencies, including the County of San Mateo ($12,000) will remain constant for FY 2007/2008. The annual base level of staff support for one Senior Planner to provide staff services to the Roundtable will remain at approximately 50 percent. | ||||

FISCAL IMPACT: | ||||
The proposed Agreement allows the City and County of San Francisco to reimburse the County of San Mateo, via the Airport/Community Roundtable Trust Fund, for Airport/Community Roundtable related expenses in the amount of $125,000 for fiscal year 2007-08. There is no net County cost impact. |
