Reauthorization of Existing Disabled Parking Zones in Public Rights-of-Way

Recommendation
|
Adopt a resolution redesignating disabled parking zones at six (6) locations in the unincorporated area that meet your Board’s adopted policy for establishing said zones.
|
|

Your Board’s adoption of the proposed resolution will allow disabled persons to have easier access to their homes or places where they do business.

Background
|
Vehicle Code §§ 22511.7 et seq., allow a local agency to establish disabled parking zones in public rights-of-way by ordinance or resolution. Your Board previously adopted Resolution No. 67631 designating these disabled parking zones in public rights-of-way.

Your Board’s adopted policy on Disabled Parking Zone requests requires that:

a.
|
The proposed disabled parking zone does not compromise the safety of the public at large;
|
|
b.
|
There are no available areas off of the public street that could be used for disabled parking; and
|
|
c.
|
The applicant possesses a valid State disabled person’s placard or license.
|
|
Disabled parking identification placards issued by the Department of Motor Vehicles expire on June 30 every two years as specified in Vehicle Code §22511.55(a)(2)(A). The identification placards for the residents served by five (5) of those zones expired on June 30, 2007. We contacted those residents to determine if they wished to continue to have a disabled parking zone in front of their residence and to request copies of their renewed identification placards.

Discussion
|
As all five (5) residents appear to meet the criteria set forth in your Board’s policy, we recommend that all five (5) residential disabled parking zones be reauthorized. Your Board also previously authorized a disabled parking zone in front of the
El Granada Post Office and we are recommending that this zone also be renewed, as providing a disabled parking zone in front of a post office is consistent with parking configurations at post offices throughout the County. The locations of the zones are:

Fiscal Impact
|
There is no impact to the Road Fund, and no impact to the General Fund.
