Background
Section 22507 of the California Vehicle Code provides that local authorities may prohibit or restrict the stopping, parking or standing of vehicles by resolution or ordinance. The business owners at 788 Douglas Avenue and 2920 Flood Avenue have requested that a twenty-minute time limited parking zone be established in front of each of their businesses to enhance short-term parking opportunities for their customers. Additionally, the business owner at 881 Hurlingame Avenue requested that the existing twenty-minute time limited parking zone in front of his business be changed to a one hour zone to accommodate the typical duration of customer visits.
Discussion
The Department evaluated these requests and conferred with the Sheriff’s Office, and have determined that the recommended parking restrictions will not adversely affect traffic, the community or neighboring uses. We recommend adoption of the Resolutions adding and revising the described zones.
Resolutions have been approved as to form by County Counsel.
Fiscal Impact
There is no impact to the General Fund.
The cost of the staff time involved in evaluating and processing requests for parking regulations is part of the administrative costs associated with evaluating traffic-related requests involving the County maintained road system, and is financed with Road Funds. The cost of signing and marking parking regulations varies, but averages out to approximately $400 per zone. This cost is also financed with Road Funds.
