Agreement with The Advisory Board

 

RECOMMENDATION:

Adopt a resolution:

 

A.

Authorizing the execution of an Agreement with The Advisory Board to continue participation in the Revenue Cycle Compass Program for a term of August 15, 2007 to August 14, 2008 in an amount payable not to exceed $136,080

 

B.

Authorizing the Chief Executive Officer (CEO) of San Mateo Medical Center or the CEO's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions

BACKGROUND:

San Mateo Medical Center (SMMC) has maintained a membership with The Advisory Board which provides a subscription service, research support, seminars and consultative work to a member network of private and public hospitals. The membership allows SMMC to access its research library, publications, ongoing consultative support and attendance at national informational seminars. Membership for FY 2006-07 totaled $238,500.

 

DISCUSSION:

SMMC has made the decision to renew only the Revenue Cycle Compass portion of the Advisory Board membership. This will result in a savings of $102,420 for the current year membership.

The Revenue Cycle Compass Program will provide access to MedFinance web based reporting and business intelligence solution, on-site training sessions with end users, and access to best practice research and tools to help SMMC improve revenue cycle performance.

The program will assist SMMC management and staff in analyzing root cause of payor denials, identifying at-risk accounts, developing collector work lists, evaluating the causes of bad debt, eliminating bottle-necks impacting unbilled accounts receivable, evaluating payer performance, screen for missing charges, evaluating employee performance and benchmarking SMMC’s performance to the industry.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

FISCAL IMPACT:

The term of the Agreement is one year, August 15, 2007 to August 14, 2008. The maximum amount of the Agreement is $136,080. Funds to pay for these services are included in SMMC’s FY2007-08 Tentatively Adopted Budget and funds will be included in the budget request for FY2008-09. This is a net savings for FY2007-08 of $102,420.
