Amendment to the Agreement with Kevin Harper

 

RECOMMENDATION:

Adopt a resolution:

 

A.

Authorizing the execution of an Amendment to the Agreement with Kevin Harper to provide accounting assistance and advice to San Mateo Medical Center for a term of January 1, 2007 to December 31, 2008 and increasing the amount by $100,000 for a total amount payable not to exceed $200,000

 

B.

Authorizing the Chief Executive Officer (CEO) of San Mateo Medical Center or the CEO's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions

BACKGROUND:

San Mateo Medical Center contracted with Mr. Kevin Harper, CPA an independent contractor, in 2004. This agreement was amended and ended on December 31 2006. A new agreement was entered into beginning in January of 2007 and expiring in December 2008.

Mr. Harper has proven to be a valuable resource to San Mateo Medical Center as evident by the successful FYE 2006 financial audit conclusion. Mr. Harper has been instrumental in assisting staff in the on going development of sound internal control policies and procedures. Mr. Harper continues to provide support in these two areas under the present agreement.

 

DISCUSSION:

In March of 2007, San Mateo Medical Center’s Accounting Manager retired unexpectedly. Mr. Harper has provided the needed resources while San Mateo Medical Center proceeded to recruit a replacement for the retired manager.

San Mateo Medical Center, after the recruitment process, has appointed from within, an interim manager. While going through the recruitment process San Mateo Medical Center has significantly depleted the available funds under Mr. Harper’s current agreement.

In order for Mr. Harper to continue to assist the Hospital by providing exceptional service during the Hospital’s current fiscal year end audit and continue to assist in the development of sound internal control policies and procedures it is necessary to increase the maximum amount by $100,000 for a total of $200,000 on the current agreement.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

FISCAL IMPACT:

The term of the Agreement is two years, January 1, 2007 to December 31, 2008. The maximum amount of the Agreement is $200,000. Funds to pay for these services are included in San Mateo Medical Center’s FY2007-08 Tentatively Adopted Budget and funds will be included in the budget request for FY2008-09.
