RECOMMENDATION:

Adopt a Resolution approving the biennial submission of the Public Housing Assessment System (PHAS) to the U.S. Department of Housing and Urban Development (HUD).

BACKGROUND:
|
The Public Housing Programs were created by the Housing Act of 1937. Every two years the Housing Authority is required to undergo a process known as PHAS, to evaluate the financial and operational health of its public housing. This process consists of numerous measures that will be scored by HUD officials after the raw data is submitted.

DISCUSSION:
|
The Housing Authority has prepared all required data necessary to complete the PHAS survey, which must be submitted with a certification. HUD requires that the certification must be approved by a resolution of the Housing Authority Board of Commissioners. This action by the Board will enable the Director of the Department of Housing to certify the accuracy of the data collection and submission.
County Counsel has reviewed and approved the Resolution as to form.
