Resolution (1) Approving the Construction Plans and Specifications;
(2) Authorizing the Publication to Contractors;
(3) Authorizing the Director of Public Works to Call for Bids and to
Set the Bid Opening Date, Time and Place for the Receiving Home Project

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, the Board of Supervisors has approved the construction of the new San Mateo County Youth Services Center and the Receiving Home is a component of that project; and

WHEREAS, the County contracted with KMD Architects for the design and construction administration of the Receiving Home and the plans and specifications are now complete and the project is ready for bid; and

WHEREAS, the project will be constructed using a general contractor and Public Works Capital Projects Unit will manage the project. A schedule of prevailing wage scales for each craft or type of workman needed to execute this contract in the locality in which said work is to be performed has been established by the Department of Industrial Relations and has been referred to in said specifications.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the

Board of Supervisors be and is hereby, authorized to approve the construction plans and specification of the Receiving Home; authorize the publication of a Notice to Contractors twice in a local newspaper and authorize the Director of Public Works to call for bids and to set the bid opening date, time and place.

The schedule of prevailing wages referred to in said specification has been determined to contain the general prevailing rates of wages in the locality in which said work is to be performed for each type of workman needed to execute the contract.

The Department of Public Works is authorized and directed to issue a call for sealed proposals and authorize the Director of Public Works to call for bids and to set the bid opening date and time. Said bids will be received by the Clerk of the Board of Supervisors and then transmitted to the County Manager’s Office in said Hall of Justice and be publicly opened and declared.

The Department of Public Works is further directed to cause the Notice inviting sealed bids to be published for two times in the Independent Newsgroup, a newspaper printed and published in this County. A copy of said publication will be placed on file with the Clerk of the Board of Supervisors.
