RESOLUTION 1)WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS AND 2)AUTHORING THE EXECUTION OF AN AGREEMENT WITH HFS CONSULTANTS TO PROVIDE CONSULTING AND MANAGEMENT SERVICES FOR PHYSICIAN AND PAYOR CONTRACTING AT SAN MATEO MEDICAL CENTER FOR THE TERM AUGUST 1, 2007 TO APRIL 1, 2008 FOR A MAXIMUM AMOUNT PAYABLE NOT TO EXCEED TWO HUNDRED THOUSAND DOLLARS ($200,000) AND 3) AUTHORIZING THE CHIEF EXECUTIVE OFFICER (CEO) OF SAN MATEO MEDICAL CENTER OR DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, Ordinance Code Section 2.92.050 authorizes the Board of Supervisors to waive the Request for Proposals process in any situation where the Board determines that the best interest of the County would be served without the necessity of formal proposals. A waiver of the RFP process is necessary in order to ensure continued delivery of medical services to SMMC patients; and

 

WHEREAS, as a result of a prolonged vacancy, considerable backlog and complexity of the contracts, it is desirable to provide consulting and management services for the new Director of Payor and Provider Contracting (DPP); and

 

WHEREAS, contracts handled by the DPP are mainly doctors, health plans and hospitals and must be maintained so as to avoid interruption of service of SMMC patients; and

 

WHEREAS, it is deemed necessary to provide coaching/mentoring for the DPP to ensure that the requirements, which include contract negotiation, are met; and

WHEREAS, HFS has proven to be successful at achieving the goals and objectives of other contracts with SMMC and have extensive experience in the area of hospital administration; and

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance an agreement with HFS Consultants, reference to which is hereby made for further particulars, whereby HFS Consultants will provide coaching/mentoring for the DPP for the term August 1, 2007 to April 1, 2008 for a maximum amount payable of $200,000; and

 

WHEREAS, this Board has considered this agreement, and has approved it as to both form and content, and desires to enter into it.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors be, and is hereby authorized and directed to waive the RFP process and to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President's signatures thereto.

 

IT IS HEREBY FURTHER RESOLVED that the Chief Executive Officer of San Mateo Medical Center (SMMC) shall be authorized to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
