Agreement with Braswell Enterprises, Inc. dba Sierra Vista

 

RECOMMENDATION:

Adopt a Resolution:

1) Waiving the Request for Proposals process requirement for specialized mental health treatment services for clients with hearing impairment;

 

2) Authorizing the President of the Board to execute an Agreement with Braswell Enterprises, Inc. dba Sierra Vista for the provision of specialized mental health treatment and residential services for seriously mentally ill clients with hearing impairment for the term July 1, 2007 through June 30, 2010, for a maximum obligation of $219,408; and

 

3) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and goal by providing specialized mental health treatment and residential services for seriously mentally ill clients with hearing impairment.

BACKGROUND:

Sierra Vista is located in Highland, California, and is a one-of-a-kind program in the State of California for clients with hearing impairment. Sierra Vista provides unique, specialized, cost-effective services adult clients. Mental Health Services has contracted with Sierra Vista since April 1, 2005.

 

DISCUSSION:

This contractor provides a specialized alternative resource for adults with psychiatric and medical needs who have hearing loss. There is a significant and ongoing shortage of placement for seriously mentally ill adults with hearing impairment. Behavioral Health and Recovery Services is renewing the Agreement with this provider for a three-year term.

 

Behavioral Health and Recovery Services is requesting a waiver of the Request for Proposals (RFP) requirements for this Agreement for the provision of specialized mental health and residential services for seriously mentally ill clients with hearing impairment. The unique services provided by this contractor are both difficult to find and necessary for clients who might otherwise require hospital placement.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. This Agreement is currently on the Continuing Resolution.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2007 through June 30, 2010. The Agreement maximum is $219,408 for the three-year term. For FY 2007-08 the budgeted maximum is $73,270, which has been included in the Mental Health Services tentatively Adopted FY 2007-08 Budget. Of that amount, sales tax through realignment will fund $59,348, and the Net County Cost is $13,922. Similar arrangements will be made for FY 2008-09 and FY 2009-10.
