Agreement with Edgewood Center for Children and Families

   

RECOMMENDATION:

Adopt a Resolution:

1) Waiving the Request for Proposals process for child abuse treatment services; and

2) Authorizing the President of the Board to execute an Agreement with Edgewood Center for Children and Families for mental health services for the term July 1, 2007 through June 30, 2008, for a maximum obligation of $1,241,832; and

3) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

Since 1996 Edgewood Center for Children and Families has been providing school-based mental health services to San Mateo County children and youth. Edgewood provides three types of school-based mental health services to San Mateo County youth: day treatment, outpatient mental health services, and Therapeutic Behavioral Services (TBS). Since 1999 Edgewood Center has also provided mental health outpatient services to youth and their families under the Mental Health Plan (MHP).

 

In October 2004 a Request for Proposals (RFP) for child abuse treatment services was issued by Mental Health Services. Edgewood was one of seven agencies that responded with proposals, and was selected to provide these services in collaboration with Youth and Family Enrichment Services. In May 2006 Mental Health Services issued a RFP for TBS and crisis in-home stabilization services. Edgewood was one of six agencies that submitted proposals and was selected to provide TBS for enrollees in the Full Service Partnership (FSP), which is provided by Edgewood through a separate contract. In May of 2007 Mental Health Services issued a RFP for the provision of outpatient mental health services through the MHP. Edgewood responded with a proposal that was accepted.

 

DISCUSSION:

Mental Health Services is renewing the Agreement with Edgewood for FY 2007-08 for the provision of school-based mental health services, mental health outpatient services under the MHP, child abuse treatment services and TBS.

 

We are requesting that the RFP requirement be waived for child abuse treatment services for this Agreement so that the RFP cycle will be concurrent with the start of the fiscal year. Mental Health Services will conduct a RFP process for these services prior to FY 2008-09.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2007 through June 30, 2008. The Agreement maximum is $1,241,832, which is included in the Mental Health Services tentatively Adopted FY 2007-08 Budget. Of that amount, $764,515 will be from Early Periodic Screening Diagnosis and Treatment (EPSDT) funds, $16,056 will be funded by Healthy Kids and Healthy Families, $6,165 will be funded by Medicare, $158,889 will be provided by the Human Services Agency for child abuse treatment services, and sales tax from realignment will cover $172,211. The Net County Cost is $123,996 which includes the EPSDT required match and the Net County Cost. The per client cost for child abuse treatment services for FY 2006-07 was $2,826.
