Agreement with Sunny Hills Services

 

RECOMMENDATION:

Adopt a Resolution:

 

1) Authorizing the President of the Board to execute an Agreement with Sunny Hills Services for day treatment and other mental health services for the term July 1, 2007 through June 30, 2008, for a maximum obligation of $177,000; and

 

2) Authorizing the Director of Health to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

Sunny Hills Services provides day treatment rehabilitative services and day treatment intensive services (five days per week), medication support, mental health services, and Therapeutic Behavioral Services (TBS) to San Mateo County youth placed in their Marin County residential program. These services include psychological assessment, evaluation, and plan development; individual and group psychotherapy; recreational therapies; and psychosocial and functional skills development. Services are provided in compliance with regulations as stipulated in the contract between the State Department of Mental Health and San Mateo County.

 

Under the B-1 Administrative Memorandum, selection of providers of mental health services for clients placed in out-of-county facilities by other agencies are exempt from the requirement for a Request for Proposals (RFP) process. As placements of clients with this provider have been made by the San Mateo County Human Services Agency (Social Services or Child Protective Services), Juvenile Probation, the Golden Gate Regional Center, or local school districts, these services are exempt from the RFP requirement.

 

DISCUSSION:

The Agreement with Sunny Hills Services is being renewed for FY 2007-08 for the provision of day treatment and other mental health services. The Agreement is on the Continuing Resolution.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2007 through June 30, 2008, and the maximum amount is $177,000. Of that amount it is anticipated that State and Federal Medi-Cal will fund $83,190, the State General Fund allocation for Early Periodic Screening, Diagnosis and Treatment (EPSDT) will fund $53,100, and outside insurance and fees will fund $10,620. The Net County Cost for the required match for EPSDT funds is $30,090. Funds for these services have been included in the Mental Health Services tentatively Adopted FY 2007-08 Budget.
