Agreement with Youth Leadership Institute to Provide Tobacco Prevention Services

RECOMMENDATION:

Adopt a Resolution:

1.

Authorizing the President of the Board of Supervisors to execute an Agreement with Youth Leadership Institute to provide tobacco prevention services for the term of October 1, 2007, through September 30, 2008, in the amount of $105,000; and

   

2.

Authorizing the Director of the Health Department or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

In late 2004 the Tobacco Prevention Program (TPP) of the Human Services Agency (HSA) conducted a Request for Proposals (RFP) process for tobacco control projects. The California Healthy Kids survey administered to 11th graders in San Mateo County for the period 2004-06, reported that 18% of the students reported that they had smoked at least one cigarette within the last thirty days. A priority of the TPP is to reduce youth access to tobacco products and ultimately reducing the number of youth who smoke. Youth Leadership Institute (YLI) was recommended for funding to conduct activities to decrease youth access to tobacco. YLI formed a group of 10-12 young people working in the City of San Mateo to conduct formative research and educate decision makers about the benefits of a local Tobacco Retail License policy. In FY 2006-07 the YLI contract was renewed and included an expansion to work with two additional communities in northern San Mateo County. Also during this period, TPP was transferred from HSA to the Health Department.

 

DISCUSSION:

The proposed activities include continuing to work with established youth groups as well as expanding youth access work into southern San Mateo County. YLI and partnering agencies have excelled in collecting data and educating the community and key stakeholders about the current ease with which young people access tobacco and the options for addressing this issue. Execution of this contract will allow YLI and TPP to continue working with youth coalitions to provide the support and training to effectively conduct research and education activities related to Tobacco Retail License policies. YLI and four youth groups (through Asian-American Recovery Services in Daly City, Jefferson Union High School District in Pacifica, El Concilio in Redwood City or other like organization, and YO Mateo! in San Mateo) will develop and advocate for policies aimed at reducing the promotion, availability, and use of tobacco by youth in the community. An RFP process will be conducted in 2008 for youth access activities.

 

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. All documents have been reviewed and approved by County Counsel and Risk Management.

 

FISCAL IMPACT:

The term of this Agreement is October 1, 2007, through September 30, 2008. The total obligation of $105,000 will be provided by Tobacco Master Settlement funds, resulting in no Net County Cost. Both revenue and expenditures have been included in the Public Health tentatively Adopted FY 2007-08 Budget and will be included in future budget requests.
