Agreement with University of the Pacific School of Dentistry

 

RECOMMENDATION:

Adopt a resolution:

 

A.

Authorizing the execution of an Agreement with University of the Pacific School of Dentistry to provide for the placement of graduating students for internships at the San Mateo Medical Center and limited comprehensive care necessary to fabricate and maintain removable dental appliances under the direction of a faculty member approved by the Medical Staff Board for FYs 2007-10, in an amount not to exceed $300,000

   

B.

Authorizing the Chief Executive Officer (CEO) of San Mateo Medical Center or his designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions

The Agreement contributes to this commitment and goal by providing dental care to county patients at SMMC.

BACKGROUND:

The University of the Pacific School of Dentistry (Pacific) offers programs in Dentistry. These courses of instruction require field training or an internship at a health care facility. This will be beneficial to our patients who otherwise would not be able to afford this service.

 

DISCUSSION:

This agreement provides for the placement of graduating students for internships at the San Mateo Medical Center (SMMC), enabling the Medical Center to benefit temporarily from an added work force as well as to evaluate students for potential full-time employment.

This agreement will also allow Pacific to fabricate full dentures or partial dentures at the Willow Clinic, through students enrolled at Pacific, under the direction of a faculty member approved by the Medical Staff Board.

The rate to be paid to Pacific for all students is $1,500 per day of clinic care. Patients will pay SMMC co-pays. Pacific students provide comprehensive care to patients assigned to Willow Dental Clinic. Pacific will pay all lab costs associated with this treatment.

County Counsel and Risk Management have reviewed and approved this Agreement.

 

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of the Agreement is three years, July 1, 2007 through June 30, 2010. The maximum amount of the Agreement is $300,000. Funds to pay for these services are included in San Mateo Medical Center’s FY2007-08 Adopted Budget and funds will be included in the budget request for FY2008-09. Due to Federally Qualified Healthcare (FQHC), this Agreement produces a net gain to SMMC.
