SUBJECT:

Resolution 640-C Approving Revisions to the Admissions and Continued Occupancy Plan

 

RECOMMENDATION:

Adopt a Resolution 640-C approving the revisions to the Admissions and Continued Occupancy Plan and authorizing the Director of the Department of Housing to make ongoing revisions to the Plan as necessary to conform with U.S. Department of Housing and Urban Development (HUD) regulations and to transmit the revised Plan to HUD.

BACKGROUND:

The Public Housing Programs were created by the Housing Act of 1937. The Act has been amended many times and its requirements, as they apply to the Housing Authority’s Public Housing Program, are described in and implemented through the Admissions and Continued Occupancy Plan (ACOP). Administration of the Public Housing Program and the functions and responsibilities of the Housing Authority are required to be in compliance with regulations of the U.S. Department of Housing and Urban Development (HUD) and all Federal, State and local Fair Housing Laws and Regulations. The last significant revisions to San Mateo Housing Authority’s Plan were approved by the Board of Commissioners on November 14, 2006.

 

DISCUSSION:

In April 2007, the Housing Authority underwent a “Consolidated Review” audit of its operations and finances by HUD officials. Responses to findings made during this review require changes to the ACOP. Specifically, the ACOP has been updated to include:

Additional language regarding policies related to verification of income and income-related data

Additional language regarding policies related to applying changes in utility allowance rates in a timely manner

County Counsel has reviewed and approved the Resolution as to form.

There is no Net County Cost associated with this action.
