SUBJECT:

Authorization to Render Election Services in Consolidated District Election of November 6, 2007

 

RECOMMENDATION:

Adopt a Resolution authorizing the county elections official to render specified election services to local elective districts, in conjunction with the Consolidated District Election to be held on Tuesday, November 6, 2007, including: Belmont-Redwood Shores School District, Jefferson Elementary School District, Millbrae School District, Portola Valley Elementary School District, San Bruno Park School District, San Carlos School District, San Mateo Union High School District, San Mateo-Foster City School District, Broadmoor Police Protection District, Coastside County Water District, Half Moon Bay Fire Protection District, Los Trancos County Water District, Menlo Park Fire Protection District, Midcoast Community Council, Montara Water and Sanitary District, Point Montara Fire District, City of Belmont, City of Brisbane, City of Burlingame, City of Foster City, City of Millbrae, City of Redwood City, City of San Bruno, City of San Carlos, City of San Mateo, City of South San Francisco, and Town of Woodside.

This authorization will promote these values by providing for the consolidation of local district elections scheduled to be held within the county on the same day, thereby providing uniformity and efficiency of operations under the direction of the county elections official, so that voters can express their opinions on important issues and candidates for public office.

 

BACKGROUND:

California Elections Code section 10002 provides that the governing body of any city or district may adopt a resolution to request the authorization of the county board of supervisors that the county elections official shall render specified election services to the city or district in a consolidated election as provided by Elections Code section 10403. Elections Code section 10403.5 provides that the board of supervisors shall grant the authorization unless the county elections official determines that the ballot style, voting equipment, or computer capability is such that the additional elections or materials cannot be handled.

 

DISCUSSION:

Resolutions were duly filed by the above named cities and districts, requesting that the county elections official perform specified election services in conjunction with the Consolidated District Election to be held on Tuesday, November 6, 2007. In addition to these resolutions, the county elections official will provide election services for school districts and special districts holding regularly scheduled governing board elections as required by the Elections Code.

 

We have reviewed the resolutions and consolidation requests and found them to be timely and properly filed, and there is no impediment to consolidating the elections as requested. Accordingly, we respectfully recommend your approval of the consolidation as requested.

 

This resolution has been reviewed and approved by County Counsel.

 

FISCAL IMPACT:

There is no Net County Cost. The County will be reimbursed by the participating cities and districts for all election costs incurred, as provided by state law and pursuant to written service agreements. There is no fiscal impact.
