RESOLUTION: 1) WAIVING THE REQUEST FOR PROPOSALS REQUIREMENT FOR OUTPATIENT MENTAL HEALTH SERVICES AUTHORIZED BY THE MENTAL HEALTH PLAN; AND 2) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH CHILDREN’S HEALTH COUNCIL FOR NON-PUBLIC SCHOOL-BASED MENTAL HEALTH SERVICES FOR EMOTIONALLY AND BEHAVIORALLY DISTURBED CHILDREN AND ADOLESCENTS FOR THE TERM JULY 1, 2007 THROUGH JUNE 30, 2008, FOR A MAXIMUM OBLIGATION OF $522,300; AND 3) AUTHORIZING THE DIRECTOR OF HEALTH OR THE DIRECTOR'S DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY'S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE) AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, Ordinance Code Section 2.92.160 authorizes the Board of Supervisors to waive the Request for Proposals process in any situation where the Board of Supervisors determines that the best interest of the County could be served without the necessity of proposals; and

 

WHEREAS, this Board has been asked to waive the Request for Proposals process in order for Mental Health to contract with this provider of outpatient mental health services for developmentally disabled clients; and

 

WHEREAS, this Board has determined that it is in the best interest of the County to waive the Request for Proposals process; and

 

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance an Agreement, reference to which is hereby made for further particulars, whereby Children’s Health Council shall provide non-public school-based mental health services for emotionally and behaviorally disturbed children and adolescents, and outpatient mental health services as authorized by the Mental Health Plan, for the term of July 1, 2007 through June 30, 2008, for the total obligation of $522,300; and

 

WHEREAS, this Board of Supervisors has been presented with the Agreement and has approved it as to both form and content and desires to enter into the Agreement:

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of the Board of Supervisors is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of the Board shall attest the President’s signature thereto.

 

BE IT FURTHER RESOLVED that the Director of Health or the Director's designee is authorized to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
