RESOLUTION A) WAIVING THE REQUEST FOR PROPOSAL (RFP) PROCESS B) AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH UNIVERSITY OF THE PACIFIC SCHOOL OF DENTISTRY TO PROVIDE FOR THE PLACEMENT OF GRADUATING STUDENTS FOR INTERNSHIPS AT THE SAN MATEO MEDICAL CENTER AND LIMITED COMPREHENSIVE CARE NECESSARY TO FABRICATE AND MAINTAIN REMOVABLE DENTAL APPLICANCES UNDER THE DIRECTION OF A FACULTY MEMBER APPROVED BY THE MEDICAL STAFF BOARD FOR FYS 2007-10, IN AN AMOUNT NOT TO EXCEED $300,000 AND C) AUTHORIZING THE CHIEF EXECUTIVE OFFICER (CEO) OF SAN MATEO MEDICAL CENTER OR HIS DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, University of the Pacific School of Dentistry (Pacific) offers programs in dentistry and requires additional facilities to provide clinical or field training for its students; and

WHEREAS, San Mateo County has facilities to provide such training and as a community service is willing to allow Pacific to utilize certain of its facilities for clinical or field training of students; and

WHEREAS, placement of graduating students for internships at SMMC would allow the Medical Center to benefit temporarily from an added work force as well as to evaluate the students for potential full time employment; and

WHEREAS, patient referral to the program must be made by a Pacific faculty member on staff at SMMC; and Dr. Ann Marie Silvestri, SMMC Supervising Dentist is on faculty at Pacific and processes all the referrals at San Mateo Medical Center. A waiver of the RFP process is being requested because this unique relationship is not available with another Dental School; and

WHEREAS, this Agreement will allow Pacific to fabricate full dentures or partial dentures at the Willow Clinic through students enrolled at Pacific, under the direction of a faculty member; and

WHEREAS, patient referral to the program must be made by a Pacific faculty member on staff at SMMC; and

WHEREAS, Dr. Ann Marie Silvestri, SMMC Supervising Dentist is on faculty at Pacific and processes all the referrals at San Mateo Medical Center. A waiver of the RFP process is being requested because this unique relationship is not available with another Dental School; and

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors be, and is hereby authorized and directed to waive the RFP process and execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.

BE IT FURTHER RESOLVED, that the Chief Executive Officer of San Mateo Medical Center shall be authorized to execute subsequent amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
