COUNTY OF SAN MATEO, STATE OF CALIFORNIA

PROCLAMATION DESIGNATING OCTOBER 7-13, 2007, AS

National Long-Term Care Residents’ Rights Week

* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * *

WHEREAS, approximately 2.7 million people live in some 62,000 nursing and/or assisted living facilities in the United States, including nearly 8,000 San Mateo County residents living in 437 such facilities on the Peninsula; and

   

WHEREAS, the federal Nursing Home Reform Act of 1987 guarantees residents their individual rights to dignity and autonomy; and

   

WHEREAS, all long-term care residents should be aware of their rights so they may be empowered to be treated with respect and to live with self-determination; and

   

WHEREAS, such residents deserve support and recognition as individuals as well as a group for their status in the overall community equal to anyone else’s; and

   

WHEREAS, individuals and organizations across the country are marking Residents’ Rights Week with the 2007 theme, “CARE Matters: Choice-Accountability-Rights-Empowerment,” to emphasize the importance of affirming such rights through facility practices, public policies and resident-centered decision-making that improves quality-of-care and quality-of-life.

   

NOW, THEREFORE, BE IT PROCLAIMED that the Board of Supervisors of San Mateo County designates October 7-13, 2007, as National Long-Term Care Residents’ Rights Week in San Mateo County and encourages everyone to consider the rights of those needing long-term care and to help ensure that such rights are maintained and protected for the benefit of all.
