Agreement with the California Department of Health Services

RECOMMENDATION:

Adopt a Resolution:

   

A)

Authorizing execution of an Agreement with the California Department of Health Services to provide HIV prevention, HIV counseling and testing, AIDS case management, HIV/AIDS surveillance, an early intervention program, and the Studying Youth in Northern California Project for the period of July 1, 2007 to June 30, 2010, in the amount of $4,321,653; and

 

B)

Authorizing the Director of Health or the Director’s designee to sign memoranda of understanding for the programs related to the Agreement; and

 

C)

Authorizing the Director of Health or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

This Agreement contributes to the commitment and goals by providing education, outreach, and testing services to individuals at high-risk of contracting HIV; providing case management to individuals affected by HIV/AIDS; and by generating information to develop specific strategies to best meet the AIDS program clients’ needs.

BACKGROUND:

Since 1993 the California Department of Health Services (CDHS) has been

providing funding to the San Mateo County Health Department Public Health and Environmental Protection/AIDS Program (SMCAP) for a continuum of services that includes AIDS case management, counseling and testing, an early intervention program, education and prevention, and HIV/AIDS surveillance. Funds for these services are awarded to SMCAP under one Master Grant Agreement plus one Memorandum of Understanding (MOU) for each program funded. The MOU’s are between the State and SMCAP and include project deliverables for each service provided.

 

DISCUSSION:

CDHS has awarded funding to SMCAP to provide the HIV/AIDS programs described above. In addition, the Agreement provides funding for the Studying Youth in Northern California Project, which will be investigating the prevalence of HIV, STD, hepatitis, and related risk behaviors in youth. As one of the larger providers of HIV/AIDS services in California, SMCAP serves approximately 550 clients with HIV infection annually. In addition, over 5,000 client contacts are made with individuals who receive education on HIV prevention and testing referrals per year.

 

Over the years, your Board has extended signature authority for the memoranda of understanding to the Director of the Health Department, which has facilitated the contract approval process.

 

County Counsel has reviewed and approved the Agreement and Resolution as to form.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2007 through June 30, 2010. The total amount of the Agreement is $4,321,653. Funds in the amount of $1,440,551 are included in Public Health’s FY 2007-08 Adopted Budget. Budgets for FY 2008-09 and FY 2009-10 will include funds in the amount of $1,440,551 per year. There is no Net County Cost associated with this Agreement.
