Second Amendment to the Agreement with Shelter Network

   

RECOMMENDATION:

Adopt a Resolution Authorizing the President of the Board to execute a Second Amendment to the Agreement with Shelter Network to add supported housing services and additional transitional housing services and to increase the maximum obligation by $82,570 to a new maximum of $284,710 with no change to the term of the Agreement of May 1, 2006 through June 30, 2008.

The Amendment to the Agreement contributes to this commitment and goal by providing transitional housing to mentally ill individuals at risk of homelessness.

BACKGROUND:

Shelter Network was founded in 1987 to provide a comprehensive coordinated network of housing and social services for homeless residents of the San Francisco Peninsula. Shelter Network was initiated by a broad-based community response to the plight of homeless families and single adults and is a model of community involvement. This provider has become a principal provider of housing and support for Peninsula homeless families and individuals. Mental Health Services has contracted with Shelter Network since 2003.

 

On July 18, 2006, your Board adopted Resolution 68150 approving an Agreement with Shelter Network for transitional housing for the term May 1, 2006 through June 30, 2008 for a maximum obligation of $142,560. On December 5, 2006, your Board adopted Resolution 68412 approving a First Amendment to that Agreement, increasing the number of dedicated beds from three to five and increasing the maximum obligation by $59,580 to a new maximum of $202,140.

 

DISCUSSION:

Shelter Network was a named provider in the successful Mentally Ill Offender Crime Reduction (MIOCR) grant application that was submitted jointly by the Sheriff’s Department and the Health Department. MIOCR funds were accepted by your Board on June 5, 2007. The Agreement with this contractor is being amended a second time to add MIOCR funded services to be provided in the Pathways for Women program for FY 2007-08. These services include the provision of three additional dedicated transitional housing beds, one dedicated furnished apartment with support services for families with children, childcare services for mothers in the program to allow participation in clinical services and meetings, and contractor participation in Pathways team meetings. Your Board waived the Request for Proposals requirement with the acceptance of the MIOCR grant funds. Changes to the amended Agreement are found in Exhibit A section IB, IC6 and IC7, and in Exhibit B, sections IA2 and IB.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. This Agreement has been delayed due to late receipt of contract documents from the contractor.

 

FISCAL IMPACT:

The term of the amended Agreement remains May 1, 2006 through June 30, 2008. The Agreement maximum is being increased by $82,570 to a new maximum of $284,710. The increase is 100% funded by MIOCR grant funds. These funds have been included in the Mental Health Services FY 2007-08 Adopted Budget.
