Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The addition of two new differentials, addition of four positions and deletion of three positions will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

adding two new differentials,

adding four new positions,

deleting one existing and two vacant positions.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

 

ORGANIZATION 17000 HUMAN RESOURCES

Action A:

Add: One position of D045, Administrative Services Manager I Biweekly Salary: $3,056.80 - $3,820.80

Approximate Monthly Salary: $6,624.00 - $8,279.00

Delete: One position of D184S, Management Analyst Series

Biweekly Salary: $2,640.00 - $3,300.00

Approximate Monthly Salary: $5,720.00 - $7,151.00

Explanation:

This is the addition of one Administrative Services Manager I position and the deletion of one Management Analyst III position. This position will assist with the overall strategic effectiveness of the Personnel Division of Human Resources. This action represents a monthly salary and benefits cost of $1,602. There is no change in the total number of authorized positions.

Action B:

Add: One position of D045, Administrative Services Manager I Biweekly Salary: $3,056.80 - $3,820.80

Approximate Monthly Salary: $6,624.00 - $8,279.00

Delete: One position of D027, Administrative Services Manager II Biweekly Salary: $3,715.20 - $4,644.00

Approximate Monthly Salary: $8,050.00 - $10,063.00

Explanation:

This is the addition of one Administrative Services Manager I position and the deletion of one Administrative Services Manager II position. This position will assist with the overall strategic effectiveness of the Personnel Division of Human Resources. This action represents a monthly salary and benefits savings of $2,533. There is no change in the total number of authorized positions.

 

ORGANIZATION 37000 LIBRARY

Action:

Add: One position of K008, Circulation Supervisor–E

Biweekly Salary: $1,935.20 - $2,419.20

Approximate Monthly Salary: $4,193.00 - $5,242.00

Delete: One position of K014S, Library Technician Series

Biweekly Salary: $1,556.80 - $1,945.60

Approximate Monthly Salary: $3,373.00 - $4,216.00.

Explanation:

This is the addition of one Circulation Supervisor – E position and the deletion of one vacant Library Technician II position. This position will assist the department in providing supervisory support over a newly merged unit within the Cataloging and Collections Department of the Library. This action represents a monthly salary and benefits cost of $1,406. There is no change in the total number of authorized positions.

 

ORGANIZATION 55210 HEALTH ADMINISTRATION

Action A:

Add: One position of D151, Financial Services Manager II

Biweekly Salary: $3,369.60 - $4,212.00

Approximate Monthly Salary: $7, 301.00 - $9,127.00

Explanation:

This is the addition of one Financial Services Manager II position. This position will assist the department in providing specific fiscal/administrative support in several key areas specific to revenue-generating programs, succession planning, program redesign, and department –wide budget review. This action represents a monthly salary and benefits cost of $12,960. This change represents an increase of one in the total number of authorized positions.

   
 

ORGANIZATION 62400 FAMILY HEALTH

Action A:

Add: A differential of 5%, in addition to all other compensation, for the Clinical Services Manager I - Nursing assigned responsibility for managing the Field Nursing, Adolescent Family Life, Prenatal Advantage/Black Infant Health and Prenatal to Three Programs. Additionally with the reorganization of Public Health Nursing into Family Health, the Clinical Services Manager I – Nursing positions that supervise Senior Public Health Nurses shall continue to receive a differential in the amount necessary to insure the base pay for Clinical Services Manager I – Nursing remains one step higher than the base pay for Senior Public Health Nurse. Only one employee at a time may be so assigned to this assignment.

Explanation:

This is the addition of a 5% differential for the Clinical Services Manager I - Nursing, who is responsible for managing various programs in the Family Health Division of the Health Department. The incumbent is managing a large scope of services related to nursing, adolescent, and pre-natal programs. This action represents a monthly salary and benefits cost of $456. There is no change in the total number of authorized positions.

Action B:

Add: A differential of 5%, in addition to all other compensation, for the Clinical Services Manager I - Nursing assigned responsibility for managing the nursing components of Partners for Safe and Healthy Children, Child Health and Disability Prevention, Health Care Program for Children in Foster Care, Lead Poisoning Prevention, Immunization, and Dental programs. Only one employee at a time may be so assigned to this assignment.

Explanation:

This is the addition of a 5% differential for the Clinical Services Manager I - Nursing, who is responsible for managing various programs in the Family Health Division of the Health Department. The incumbent is managing a large scope of services related to nursing, child health, foster care, immunization, dental, and poisoning prevention programs. Additionally, in 2008 the incumbent will assume management of the California Children’s Services program. This action represents a monthly salary and benefits cost of $456. There is no change in the total number of authorized positions.

 

Fiscal Impact

The differentials and the add and delete actions represent a monthly salary and benefits cost of $14,347 or an annual cost of $172,164.
