Memorandum of Understanding with SamTrans

 

RECOMMENDATION:

Adopt a Resolution authorizing the execution of a Memorandum of Understanding (MOU) with SamTrans administering funding in the amount of $220,000 to the County for the term of three years from the date of execution for bus tickets, bus passes, and taxi vouchers through the Transportation Assistance Program. There is no Net County Cost.

The SamTrans MOU contributes to this commitment and goal by helping vulnerable residents of San Mateo County achieve a better quality of life by providing transportation assistance to youth, individuals, and families that are actively participating in self-sufficiency and family strengthening activities.

BACKGROUND:

The County of San Mateo accepted a grant from the Metropolitan Transportation Commission (MTC) by resolution 068673 on April 24, 2007. Provisions under this grant allow the County to participate in the Transportation Assistance Program. A total of $250,000 will be provided to the County through two separate MOUs - $220,000 administered through SamTrans and $30,000 through MTC.

 

DISCUSSION:

The MOU with SamTrans provides for County participation in the Transportation Assistance Program. The County will provide bus tickets, bus passes and taxi vouchers for low-income youth, families, and individuals participating in self-sufficiency and family strengthening activities through the Transportation Assistance Program. Self-sufficiency and family strengthening activities include: employment seeking; employment workshops; skill based training programs; emergency and health related needs; parenting skills workshops; anger management classes; family counseling; and other identified activities.

 

Human Services Agency, in collaboration with the CORE Services Agency Network, will implement the Transportation Assistance Program in July 2007 and expects to serve approximately 1,500 participants each year for a three year period ending in FY 2010.

 

County Counsel has reviewed the MOU and approved as to form.

 

FISCAL IMPACT:

The MOU amount is $220,000. The term of this MOU is three years, or thirty six months, beginning from the date of execution.. The grant of $220,000 is to be allocated equally in the amount of $73,333 for each of the three program years. The funds will be included in the FY 2007-08 Adopted Budget and the FY 2008-09 through FY 2009-10 Recommended Budgets respectively. There is no Net County Cost.
