Agreement with IV Assist, Inc.

 

RECOMMENDATION:

Adopt a Resolution:

    1. Waiving the Request for Proposals (RFP) process.

    2. Authorizing the President of the Board to execute an Agreement with IV Assist, Inc. to provide professional specialty peripherally inserted central catheter line services from May 1, 2007 though April 30, 2008, in an amount not to exceed $120,750.

    3. Authorizing the San Mateo Medical Center (SMMC) Chief Executive Officer (CEO) or the CEO's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and goal by continuing to provide highly specialized medical services to patients for which the County is responsible.

BACKGROUND:

San Mateo County is responsible for providing access to professional medical care to its residents. San Mateo Medical Center (SMMC), as a general acute care hospital, does not provide certain highly specialized services. A contract with IV Assist ensures that certain necessary specialty services are readily available.

Services provided under this Agreement are required medical services that are not presently provided by SMMC. The Agreement provides for the performance of peripherally inserted central catheter (PICC) line services at SMMC, on an on call basis as needed and requested by the County.

SMMC entered into contract renewal discussions with IV Assist when their previous contract was fully expended prior to the contract term ending. Extended negotiations were due to reimbursement considerations, lack of SMMC staff, and change in IV Assist, Inc. negotiating staff. In June 2007, the Parties reached a tentative agreement, subject to approval of the Board.

 

DISCUSSION:

PICC line services have become a best practice, which is used in lieu of other IV lines, to reduce the occurrence of infection in longer term IV treatments; i.e. chemotherapy, nutritional and some antibiotic applications. This procedure has been increasingly used on patients in long-term care, cancer patients and some Emergency Room cases. The increased utilization of SMMC and its’ clinics and the demographics of our patients have increased the use of PICC lines. All patients referred to IV Assist undergo utilization review to minimize hospital stays and maintain control over costs.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

County Counsel has reviewed and approved this Agreement. Risk Management has approved the insurance coverage.

 

FISCAL IMPACT:

Funds are included in the San Mateo Medical Center’s FY2006-07 Adopted Budget and in the FY2007-08 Adopted Budget.

In no event shall the County’s total fiscal obligation under this Amendment exceed ONE HUNDRED AND TWENTY THOUSAND SEVEN HUNDRED AND FIFTY DOLLARS, ($120,750.)
