APPROVING THE DEVELOPMENT OF A SEWER SYSTEM MANAGEMENT PLAN AND SCHEDULE FOR THE COUNTY MAINTAINED SEWER/SANITATION DISTRICTS IN ACCORDANCE
WITH THE CALIFORNIA STATE WATER RESOURCES CONTROL BOARD
STATEWIDE GENERAL WASTE DISCHARGE REQUIREMENTS

 

    RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, as the governing board of the following Sewer Maintenance and County Sanitation Districts (Districts):

 

Burlingame Hills Sewer Maintenance District;

Crystal Springs County Sanitation District;

Devonshire County Sanitation District;

Edgewood Sewer Maintenance District;

Emerald Lake Heights Sewer Maintenance District;

Fair Oaks Sewer Maintenance District;

Harbor Industrial Sewer Maintenance District;

Kensington Square Sewer Maintenance District;

Oak Knoll Sewer Maintenance District;

Scenic Heights County Sanitation District.

 

WHEREAS, the Districts own, operate, and maintain approximately 150 miles of sanitary sewer pipelines; and

 

    WHEREAS, it is the Districts’ responsibility to effectively manage the sewer systems to minimize sanitary sewer overflows (SSOs); and

 

    WHEREAS, the State of California Water Resources Control Board has adopted statewide General Waste Discharge Requirements for sanitary sewer systems, Water Quality Order No. 2006-0003 (Order) to provide a consistent, statewide regulatory approach to address SSOs; and

 

    WHEREAS, the Order requires the development of a Sewer System Management Plan (SSMP) and schedule by all public agencies that own or operate sanitary sewer systems greater than one mile in length that collect and/or convey wastewater to a publicly owned treatment facility; and

 

    WHEREAS, the Order requires that the governing board of each sanitary sewer system approve the development of a SSMP and development schedule at a public meeting; and

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that acting as the governing board of the Districts, that this Board approves the development of a Sewer System Management Plan and schedule as shown below:
