Contract Amendment 01 to the Agreement with the California Department of Health Services STD Control Branch

RECOMMENDATION:
|
Adopt a Resolution authorizing execution of Amendment 01 to the Agreement with the California Department of Health Services, STD Control Branch for STD control activities, which combines the Chlamydia Screening Project (ClaSP) into the STD Community Interventions Program (SCIP) for the term of July 1, 2004 through June 30, 2009.

The Agreement contributes to this commitment and goal by allowing the STD Control Program to continue to provide public health support and services to high-risk clients in San Mateo County. By preventing, monitoring, screening and treating sexually transmitted diseases (STDs) within San Mateo County, the levels of disease transmission and prevalence will be reduced.

BACKGROUND:
|
In February 2005 the County Manager approved Agreement #62000-05-C180 in the amount of $80,000 with the State STD Control Branch for the STD Community Interventions Program (SCIP) in order to plan and conduct primary prevention of chlamydia and other STDs with special emphasis on at-risk youth populations via community collaboration and training for the term of July 1, 2004 through June 30, 2009.

In August 2005 the County Manager approved Agreement #62000-06-C073 in the amount of $80,000 with the State STD Control Branch for the Chlamydia Screening Project (ClaSP) from July 1, 2005 through June 30, 2007, to conduct urine-based chlamydia screening of at-risk youth at Hillcrest Juvenile Hall.

San Mateo County’s STD Control Program has successfully provided the agreed-upon services under the current SCIP and ClaSP Agreements.

DISCUSSION:
|
On June 27, 2007, the State STD Control Branch informed the County’s STD Control Program that funds previously allocated to the SCIP Grant would be made available for general STD program infrastructure and general program support in order to sustain other core aspects of the program. Additionally, the $80,000 that had been designated for the ClaSP project for FY 2007-09 has been incorporated into the existing SCIP Agreement. Amendment 01 to the Agreement with the California Department of Health Services, STD Control Branch, reflects these changes.

County Counsel has reviewed and approved the Resolution and Amendment as to form.

FISCAL IMPACT:
|
The term of the amended SCIP Agreement, July 1, 2004 through June 30, 2009, is unchanged. The Amendment adds the funding from the ClaSP grant for FY 2007-08 for a new total of $160,000. Both original grants were included in Public Health’s FY 2007-08 Adopted Budget; therefore no change is needed as a result of the Amendment. There is no Net County Cost for services provided.
