Approve Amendments to Agreements with providers of Alcohol and Drug Prevention Services initiated through California Safe and Drug-Free Schools and Communities (SDFSC) Grants Numbers SDF03-05 and SDF03-12

 

RECOMMENDATION:

Adopt a Resolution:

 

1)

Authorizing the President of the Board of Supervisors to execute Amendments to Agreements with Asian American Recovery Services, Inc., South Coast Children’s Services, and Youth Leadership Institute, increasing the amount for Asian American Recovery Services, Inc. by $54,000 from $162,000 to $216,000, increasing the amount for South Coast Children’s Services by $27,528 from $82,584 to $110,112, and increasing the amount for Youth Leadership Institute by $41,000 from $123,000 to $164,000, for a total increase of $122,528 with no change to the Agreements’ terms; and

 

2)

Authorizing the Director of the Health Department or the Director's designee to execute all necessary documents in connection with any modifications made by the State with respect to the grants and to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

These services contribute to this commitment and goal by implementing youth development and youth-led alcohol and drug environmental prevention strategies with participating youth.

BACKGROUND:

On January 31, 2006, your Board approved Resolution 067797, authorizing execution of Agreements with Asian American Recovery Services and Youth Leadership Institute. On March 20, 2006, the County Manager approved Agreement 74100-06-C235 with South Coast Children’s Services. The termination date for each of these Agreements is December 31, 2007. These Agreements were funded by the California Department of Alcohol and Drug Programs Safe and Drug-Free Schools and Communities (SDFSC) grants number SDF03-05 and SDF03-12.

 

DISCUSSION:

SDFSC grant funding was only sufficient to support the contracted services through the Spring semester ending in June 2007. Additional funds are necessary to continue these school-based prevention services through December 31, 2007. These Agreements are being amended to increase the maximum obligations in order to continue the current level of services through the first half of FY 2007-08. SB 920 and SB 921 trust funds will pay the costs of these services from July 1, 2007 through December 31, 2007.

 

The contractors have assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. These Amendments have been reviewed and approved as to form by County Counsel and Risk Management has approved the contractors’ respective insurance coverage.

 

FISCAL IMPACT:

The term of the amended Agreements remains January 1, 2006 to December 31, 2007. Funding for these Amendments to the Agreements is provided from the Alcohol and Drug SB 920 and 921 trust funds. These Amendments add $122,528 to the original Agreements for a new total amount of $490,112. There is no Net County Cost.
