Agreement with Vignette Corporation

 

RECOMMENDATION:

Adopt a Resolution:

    1. Waiving the Request for Proposal (RFP) Process; and

    2. Authorizing the execution of an Agreement with Vignette Corporation to provide assistance with the implementation of the eGov-II Internet environment, for the term October 30, 2007 through October 29, 2008, in an amount not to exceed $177,800; and

    3. Authorizing the Chief Information Officer or his designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the Contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

Goal (22): This Agreement supports these goals because residents have requested more County services be available over the Internet and the new eGov II environment will support additional and advanced services. In addition, the new eGov-II environment will extend the County’s common look and feel by allowing residents to view web content from multiple departments on a single web page.

BACKGROUND:

In 2001, the Board approved Resolution 64989 for the acquisition of the Vignette Content Management System to begin the eGov project. As a result of the acquisition, a new County website went live in June 2002; the look and feel of the website was recognized by California State Association of Counties (CSAC) with a 2003 Challenge Award. The version of Vignette currently used is now at the end of service life and needs to be replaced. In addition, the consensus of various cross-departmental/cross-functional committees, such as the web Advisory Group (WAG) and the Internal and External Communications task forces, is that the look and feel of the County website is in need of an upgrade. In June 2006, the County acquired the next version of Vignette (V7) and gained experience with V7 by deploying the new software on the County’s Intranet. The Intranet upgrade has been completed successfully and we are ready to deploy this new infrastructure to the Internet.

 

DISCUSSION:

During the requirements definition phase, County departments have provided ISD with input on new webpage layout, search requirements, and content changes. Under this Agreement, Vignette will assist the County in reviewing the current infrastructure to ensure that it will support V7 as well as the County’s needs moving forward. Vignette will also develop migration strategies and programs to migrate the County’s current web pages to the new eGov-II environment. The conversion to eGov-II is scheduled to start November 2007 and is scheduled to be completed March 10, 2008.

We believe that it is in the best interest of the County to contract with Vignette since both the source and target environments are Vignette products, making Vignette a sole source. Hence, we recommend the execution of this Agreement and ask that the Board waive the Request for Proposals process.

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

County Counsel has reviewed and approved the Resolution and the Agreement.

 

FISCAL IMPACT:

The term of this Agreement is October 30, 2007 through October 29, 2008. The total obligation under this Agreement is $177,800. Funds have been included in the FY 2007-08 approved budget for the current fiscal year.
