RESOLUTION AUTHORIZING A COUNTY GENERAL FUND CONTRIBUTION EQUIVALENT TO FUNDS THAT ARE MADE AVAILABLE FROM NON-COUNTY SOURCES, UP TO A MAXIMUM OF $3,000,000 FOR THE IMPLEMENTATION OF SLOPE STABILIZATION ACTIVITIES IN THE LA HONDA AREA, APPROPRIATING ROAD FUNDS NOT TO EXCEED $400,000 FOR THE CONSTRUCTION OF A FRENCH DRAIN SYSTEM AND AUTHORIZING THE DEPARTMENT OF PUBLIC WORKS TO CONTINUE ANNUALLY WINTERIZING FAILED SLOPES IN THE IMMEDIATE VICINITY OF SCENIC DRIVE IN LA HONDA.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

    WHEREAS, land movement in 2005 has displaced and caused the closure of a portion of Scenic Drive in La Honda, a County maintained road; and

 

WHEREAS, Scenic Drive has historically been a primary access route for many residents in the La Honda community; and

 

WHEREAS, several parcels owned by San Mateo County are located within the land movement area; and

 

WHEREAS, the Department of Public Works has caused the land movement area to be studied by competent and licensed geotechnical engineers; and

 

WHEREAS, the studies have concluded that additional County roads are at significant risk, if no formal mitigation measures are undertaken; and

 

    WHEREAS, it has been further determined that a series of mitigation measures can significantly reduce the risk of additional land movement; and

 

    WHEREAS, the Department of Public Works has discussed and presented the local community with a summary of possible mitigation measures and associated cost estimates and requested that the community provide the County with input on the nature of mitigation measures desired and the community’s willingness to finance any portion of the work; and

 

WHEREAS, the community has not yet provided the County with an indication regarding its ability to finance the construction of any of the mitigation measures, but has indicated a desire to have all of the mitigation measures previously presented, implemented by the County.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED as follows:

 

1.

That the County is authorized to contribute General Funds equivalent to those that are made available from non-County sources, up to a maximum of $3,000,000 for the construction of slope stabilization improvements in the La Honda area;

 

2.

That the Department of Public Works is authorized to facilitate slope improvements utilizing these funds, if equivalent funds are received;

 

3.

That the County appropriate Road Funds not to exceed $400,000 for the purpose of constructing a french drain system on the failed hillsides adjacent to Scenic Drive and that the Department of Public Works subsequently cause said improvements to be constructed;

 

4.

The Department of Public Works shall continue to winterize previously failed slope areas by re-grading and reseeding them annually.
