Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

The reclassification of three positions, addition of fourteen new positions, deletion of ten positions and combining of two part-time into one full-time position will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work. The conversion of the unclassified position implements the will of the voters as reflected in their passage of Measure D.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

reclassifying three filled positions,

adding fourteen new positions,

deleting ten positions,

combining two part-time positions into one full-time position, and

converting one unclassified position to classified status as required by Measure D.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

 

ORGANIZATION 13000 ASSESSOR-CLERK-RECORDER

Action:

Reclassify: One position of E030S, Accountant Series

Biweekly Salary: $2,080.00 - $2,600.00

Approximate Monthly Salary: $4,507.00 - $5,634.00

To: One position of E007, Senior Accountant

Biweekly Salary: $2,551.20 - $3,188.80

Approximate Monthly Salary: $5,528.00 - $6,910.00

Explanation:

This is the reclassification of one filled position of Accountant II to the classification of Senior Accountant. This position has been studied and determined to be appropriately classified as Senior Accountant. This action represents a monthly salary and benefits cost of $1,748. There is no change in the total number of authorized positions.

   

ORGANIZATION 16000 COUNTY COUNSEL

Action:

Combine: Two half-time positions of E382S, Legal Secretary-Confidential Series

Biweekly Salary: $1,808.80 - $2,260.80

Approximate Monthly Salary: $3,919.00 - $4,899.00

Into: One full-time position. Same salary range

Explanation:

This is the combining of two half-time Legal Secretary positions into one full-time position. The change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. The action represents no change in monthly salary and benefits cost. This action decreases the total number of authorized positions by one.

Explanation:

This is the addition of one Assistant Building Inspection Manager position. This position will assist the department in providing service to the public in the area of permits and inspections. This action represents a monthly salary and benefits cost of $11,756. This action represents an increase of one in the total number of authorized positions.

Measure D adopted by the voters in November 2004 requires that any unclassified positions continuously filled for at least three years be converted to classified status. This position meets that requirement. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

 

Fiscal Impact

The reclassifications and add and delete actions represent a monthly salary and benefits cost of $22,271 or an annual cost of $267,252.
