RESOLUTION AUTHORIZING AN AGREEMENT BETWEEN THE COUNTY OF SAN MATEO, AND THE HEALTH PLAN OF SAN MATEO TO PROVIDE SERVICES AS THE THIRD PARTY ADMINISTRATOR (TPA) TO IMPLEMENT THE SAN MATEO MEDICAL CENTER (SMMC) COVERAGE INITIATIVE (SB 1448) PROGRAM FOR THE PERIOD OF SEPTEMBER 1, 2007 TO AUGUST 31, 2010, FOR A TOTAL AMOUNT NOT TO EXCEED $1,360,800

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that
|
|
WHEREAS, to address the challenges facing uninsured adults living in San Mateo County, this Board formed the Blue Ribbon Task Force (BRTF) on Adult Health Care Coverage Expansion on June 26, 2006; and
|
|
WHEREAS, the Blue Ribbon Task Force on Adult Health Care Coverage Expansion process has brought together representatives from private and public health sectors, cities, labor, and business, to provide the Board with recommendations on options for providing comprehensive health care access and/or insurance coverage targeted at uninsured adults in San Mateo County living at or below 400% Federal Poverty Level; and

WHEREAS, the Blue Ribbon Task Force on Adult Health Care Coverage Expansion planning process involved over seventy-five community members from key sectors of the County; and
|
|
WHEREAS, this report on preliminary recommendations from the Blue Ribbon Task Force on Adult Health Care Coverage Expansion is intended to expand coverage and improve care for uninsured adults below 200% Federal Poverty Level living in San Mateo County and to guide the development of final recommendations through the San Mateo Access and Care for Everyone (ACE) program; and

WHEREAS, the San Mateo ACE program will serve 2100 low income adults who are citizens or legal immigrants and are living at or below 200% of the Federal poverty line (FPL); and
|
|
WHEREAS, SMMC desires to utilize the services of HPSM to serve as a third party administrator for services provided under the San Mateo ACE program; and
|
|
WHEREAS, administration of the ACE program by the San Mateo Health Commission’s Health Plan of San Mateo (HPSM) will adapt managed care principles to ensure a medical home for all participants, reduce episodic and fragmented care, and emphasize preventative and primary care; and
|
|
WHEREAS, it is necessary and desirable that HPSM be retained by SMMC for the purpose of administering the benefits provided under the San Mateo ACE program; contingent on the conclusion of an agreement between the County and the California Department of Health Care Services; and
|
|
WHEREAS, HPSM agrees to perform such services, subject to the terms and conditions set forth in the Agreement; and
|
WHEREAS, this Board has been presented with a form of Agreement between the County and the HPSM and has examined and approved it as to both form and content and desires to enter into it.

|
NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors be, and is hereby authorized and directed to execute the Agreement for and on behalf of the County of San Mateo, and the Clerk of the Board shall attest the President’s signature thereto.
