SUBJECT:

Grant Agreement with Kaiser Permanente Northern California Region to provide $150,000 to support a Public Health Educator position working with the San Mateo County Health Department and the San Mateo County Office of Education.

 

RECOMMENDATION:

1.

Approve an Appropriation Transfer Request (ATR) recognizing unanticipated revenue in the amount of $75,000 from Kaiser Permanente Northern California Region and reducing revenues from the Health Department and the San Mateo County Office of Education; and

 

2.

Adopt a Resolution authorizing the President of the Board to execute the Grant Agreement from the Kaiser Permanente Northern California Region for the term of October 1, 2007 to September 30, 2009, for an amount not to exceed $150,000.

This Grant Agreement contributes to this commitment and goal by providing funding to support a new resource to school leaders who are working in partnership with the Health Department toward promoting the health of young people, creating healthy school environments, and supporting school leaders’ engagement in high priority health issues.

BACKGROUND:

In May 2004 under the leadership of Supervisor Rose Jacobs Gibson and with support from the San Mateo County Health Department, the community came together at the first Healthy Communities Summit to begin identifying local health disparities and developing a plan of action to reduce them. From April 2005 to April 2006 over 250 stakeholders participated in developing the Blueprint for the Prevention of Childhood Obesity: A Call to Action (Blueprint). Your Board accepted this Blueprint in April 2006. The school setting was identified as a critical area for intervention. In February 2007 your Board adopted the Adolescent Report and Youth Commissioners’ Policy Recommendations, which also draws attention to strategies that promote healthy, positive youth development. In May 2007 the Health Department applied for a grant from the Kaiser Permanente Northern California Region, which was awarded in September 2007 in the amount of $150,000.

DISCUSSION:

Kaiser Permanente (KP) is interested in supporting local communities in addressing environmental, policy and organizational practices that will improve access to healthy foods, support physical activity, and encourage healthy lifestyle choices. As part of KP’s “Healthy Eating and Active Living Local Partnerships” program, it approved the Health Department’s grant application to support the costs of the Public Health Educator position located at the County Office of Education (COE). This staff person will serve as a resource to schools in their implementation of federally-mandated wellness policies and other opportunities to create healthier choices and environments for young people. The COE will share in the cost of this Public Health Educator position, share responsibility for supervision, and provide space and access to key contacts within the schools. The funding from KP will fund $75,000 of the position costs each year with the remaining costs shared between COE and the Health Department.

This Grant Agreement, Board Memo and Resolution have been reviewed and approved by County Counsel.

 

FISCAL IMPACT:

The Kaiser Permanente Northern California Region Grant Agreement has a term of October 1, 2007, through September 30, 2009, and provides $150,000 in unanticipated revenues. The total unanticipated revenues of $75,000 will be added to Health Policy and Planning’s FY 2007-08 Adopted Budget through the accompanying ATR. The ATR recognizes the unanticipated revenue and reduces revenues budgeted from the Office of Education and Health Department. The remaining $75,000 will be included in the Health Policy and Planning Division’s FY 2008-09 Recommended Budget, for a total grant amount of $150,000. There is no additional Net County Cost associated with this Grant Agreement or the ATR.
