SUBJECT:

Amendment to the Agreement with First 5 San Mateo County for July 1, 2004 to December 31, 2007

 

RECOMMENDATION:

Adopt a Resolution authorizing execution of an Amendment to the Agreement with First 5 San Mateo County for Women, Infants, and Children Program activities, increasing the amount by $64,000 for a new total of $802,120, and extending the term of the Agreement an additional six months through December 31, 2007.

This Amendment contributes to this commitment and goal by providing additional funding to allow the Women, Infants and Children Program (WIC) to continue providing support to parents in high-risk families.

BACKGROUND:

In August 2004 your Board approved a three-year Agreement with First 5 San Mateo County by Resolution 66879 to fund continuation of enhanced breastfeeding services offered to WIC participants through the Breastfeeding Care Center. The Agreement provided funding through June 30, 2007 in the amount of $738,120 for three years. The funds provided by First 5 San Mateo County have supported a wide range of activities, including: prenatal breastfeeding education, a toll-free helpline, telephone support, individual counseling to participants, breastfeeding outreach activities, and a breast pump loan program. These activities assist WIC clients to overcome the common obstacles to breastfeeding, such as returning to work soon after the birth of an infant.

 

DISCUSSION:

In August 2007 the Commission of First 5 San Mateo County approved a six-month extension to the Agreement with Family Health Services and provided additional funding to the WIC Breastfeeding Support Services program. Funding will be used for the promotion of breastfeeding awareness, the creation of a calendar highlighting positive images of breastfeeding and healthy babies of WIC, and enhancement of staff and professional education through a one-day conference.

 

County Counsel has reviewed and approved this Amendment.

 

FISCAL IMPACT:

The term of the amended Agreement is July 1, 2004 through December 31, 2007, and the funding is increased by $64,000, for a new total of $802,120 for the Agreement term. Funding for the amended Agreement has been included in the Family Health Services FY 2007-08 Adopted Budget. There is No Net County Cost associated with this amended Agreement.
