Receiving Home, Youth Services Center, 31 Tower Road,
San Mateo, CA (County Project No. OGO35)

 

RECOMMENDATION:

Adopt a resolution:

 

1.

Awarding and authorizing the President of the Board of Supervisors to execute a contract with Sausal Corporation in the amount of $3,672,000 for the construction of the Youth Services Center Receiving Home.

 

2.

Authorizing the Director of Public Works to execute contract revision orders related to the Receiving Home Project not exceeding $367,000 in aggregate, which is ten percent (10%) of the contract amount.

 

VISION ALIGNMENT:

Commitment: Ensure basic health and safety for all.

Goal 8: Help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life.

 

This project contributes to the commitment and goal by consolidating youth services in one location in a new state-of-the-art facility to benefit youth, families, staff, and community. The Receiving Home is a component of the Youth Services Center.

 

PREVIOUS BOARD ACTION:

Adopted Resolution Number 068943 on September 11, 2007, which adopted plans and specifications, determined prevailing wage scales and called for sealed proposal for the proposed work.

 

HISTORY:

The Board of Supervisors previously approved the construction of the new San Mateo County Youth Services Center. A component of the project is the Receiving Home, which is operated by the Human Services Agency. The new Receiving Home will replace the current facility, which was built in 1952 in San Mateo at Hacienda and 37th Avenue.

 

On Tuesday, October 16, 2007, bids were accepted for this project and subsequently referred to this office for review and recommendation.

 

DISCUSSION:

The bids have been reviewed and the bid by:

 

Sausal Corporation

422 Whitney Street

San Leandro, CA 94577

 

for $3,672,000 was the lowest bid received.

 

The Architect’s estimate was $3.4 - $3.8 Million. A summary of the bids received is illustrated on Exhibit “A”:

 

We have reviewed the lowest bidder’s proposal and believe it accurately reflects the costs for this work.

 

The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT:

The Receiving Home project is funded by $1,000,000.00 from the Human Services Agency and $1,000,000 from the County General Fund, with the balance coming from the sale of lease revenue bonds.
