RESOLUTION CONGRATULATING

Health Plan of San Mateo

Upon the Celebration of Its

20^th Anniversary

WHEREAS, during the late-1970s and early-1980s, San Mateo County leaders saw a burgeoning and troubling trend of Medi-Cal beneficiaries seeking primary care from local emergency rooms or even in other counties because sufficient numbers of care providers were unavailable on the Peninsula; and

WHEREAS, at the time, high medical costs and low reimbursement rates, combined with state bureaucracies, made Medi-Cal undesirable for many private health care practitioners; and

WHEREAS, in response to the Medi-Cal crisis, the San Mateo County Board of Supervisors in 1986 established the county Health Commission, which in-turn created the Health Plan of San Mateo in 1987 as the federally authorized, exclusive administrator of Medicaid benefits for some 28,000 residents in the county; and

WHEREAS, over the years, HPSM has worked with agencies and organizations public and private to provide innovative, high-quality services, including annual check-ups, immunizations, breast and cervical cancer screening as well as chronic disease management; and

WHEREAS, as a non-profit rooted in and accountable to the community, HPSM’s network of eight hospitals, some 200 pharmacies and more than 2,400 physicians continues to carry out its singular mission of helping to ensure appropriate health care coverage for nearly 60,000 men, women and children throughout San Mateo County.

NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of San Mateo County congratulates the Health Plan of San Mateo upon the celebration of its 20^th anniversary. The Board hereby commends the county’s Commission on Public Assisted Medical Care and HPSM management and staff for their unwavering dedication to the people of the Peninsula, and further extends sincere wishes for many more decades of continuous success and excellence.
