Acceptance of Safe and Drug Free Schools and Communities Grant

 

RECOMMENDATION:

 

    A) Adopt a Resolution:

    1)

Accepting a Safe and Drug Free Schools and Communities grant from the State of California Department of Alcohol and Drug Programs (DADP) for the South Coast Project in the amount of $1,125,000 for the term October 1, 2007 through September 30, 2012;

    2)

Authorizing the Director of Health or the Director’s designee to execute documents necessary to the grant implementation; and

    3)

Waiving the Request for Proposals (RFP) process requirement for Agreements with La Honda-Pescadero Unified School District, South Coast Children’s Services, and WestEd funded by the grant.

    B) Approve an Appropriation Transfer Request (ATR) to recognize DADP revenues and increase expenditures in the amount of $183,750 for FY 2007-08.

BACKGROUND:

The DADP Safe and Drug Free Schools and Communities (SDFSC) funding is designed to foster a safe and drug-free learning environment that supports student academic achievement for the youth of California. The programs and activities must prevent illegal drug use and violence for at-risk and under-served children and youth. San Mateo County Alcohol and Other Drug Services (AOD) was awarded funding for a Round 1 SDFSC grant in FY 2002-03 to support collaborative prevention services in the North County and on the Coast. Now in their fifth year, these projects will end December 31, 2007.

 

On May 29, 2007, DADP released its Request for Applications (RFA) for new SDFSC projects available to counties through a competitive grant process. In July 2007 AOD submitted its South Coast Project as a SDFSC effort for the La Honda and Pescadero communities. Notification to award funding from DADP was received on September 13, 2007. DADP requires a resolution from your Board approving acceptance of the grant award.

 

DISCUSSION:

We are requesting that you accept the DADP grant award and approve the ATR for the unanticipated revenues. We are also requesting that you grant authority to the Director of Health to execute subsequent documents necessary to the grant implementation.

 

Using principles of youth development and asset building, the South Coast Project focuses on high school-aged youth and youth in transition grades between schools (elementary to middle school; middle to high school). Approximately 170 students per year will participate. The implementation of this project is in alignment with Strategic Directions 2010 and the Roadmap for Alcohol, Tobacco and Other Drug Prevention. The South Coast Project will be part of a community-based prevention partnership effort currently being developed. The partnership will include the La Honda Pescadero Unified School District, South Coast Children’s Services, WestEd, Puente de la Costa Sur and Behavioral Health and Recovery Services.

 

We are requesting that you waive the RFP process requirement for Agreements with providers that were named in the grant proposal. Agreements with La Honda-Pescadero Unified School District, South Coast Children’s Services, and WestEd, funded by the grant will be presented to your Board for approval.

 

FISCAL IMPACT:

The term of the grant is October 1, 2007 through September 30, 2012. Total funding for the 60-month period of the South Coast Project grant is $1,125,000. The ATR recognizes and appropriates funds in the amount of $183,750 for FY 2007-08. There is no Net County Cost associated with acceptance of these grant funds.
