Agreement with Horizon Services, Inc.

   

RECOMMENDATION:

Adopt a Resolution:

 

1) Waiving the Request for Proposals (RFP) requirement for residential alcohol and drug detoxification services; and

 

2) Authorizing the President of the Board to execute an Agreement with Horizon Services, Inc., for the term January 1, 2008 through June 30, 2009, for a maximum obligation of $897,708; and

 

3) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement with Horizon Services, Inc., contributes to this commitment and goal by funding residential detoxification services in order to stabilize and assess consumers, and to make referrals for on-going treatment and other supportive services.

BACKGROUND:

Horizon Services Inc. has provided detoxification services in San Mateo County for many years. Horizon provides a three to five day stay, after which clients are referred to longer-term AOD treatment programs. During the needs assessment process for the AOD Strategic Directions 2010 the importance of detoxification services as part of a full continuum of care was identified, as was the shortage of such services in the county. As part of a current AOD quality improvement effort, Horizon Services Inc. is exploring program modifications that will increase retention rates of clients to residential and outpatient programs. Furthermore, included in AOD efforts to improve services to individuals with co-occurring mental health and substance abuse disorders, priority has been given to broadening our system-wide response to consumers in acute care situations.

 

DISCUSSION:

Due to the scarcity of resources, the request for proposals specifically stated that start up funding would not be allowed. In addition, finding a suitable location for a residential detoxification program is complex, time consuming, and would disrupt the current system of care.

 

Horizon Services, Inc. is the sole residential detoxification program provider in the County. This waiver will allow for the continuation of the 15 residential detoxification beds for men and women with alcohol and other drug dependencies.

 

The Agreement has been reviewed and approved by County Counsel and Risk Management. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of this Agreement is January 1, 2008 through June 30, 2009. The Agreements maximum is $897,708. Funding is available under the State Net Negotiated Amount (NNA) Agreement. The funding for FY 2007-08 is $299,236; FY 2008-09 $598,472. These amounts are included in the FY 2007-08 Adopted Budget and the FY 2008-09 Recommended Budget. There is no Net County Cost.
