SUBJECT:

Agreement with Youth and Family Enrichment Services – FY 2008-09 Net Negotiated Amount (NNA) Flat Rate Ancillary and Prevention Services Agreement

 

RECOMMENDATION:

Adopt a Resolution:

    1) Waiving the Request for Proposals (RFP) requirement for the Sobering Stations and Alcohol and Other Drug Services (AOD) Helpline services; and

 

    2) Authorizing the President of the Board to execute an Agreement with Youth and Family Enrichment Services (YFES) First Chance Sobering Station (North and South regions) and AOD Helpline services for the term of January 1, 2008 through June 30, 2009, for a maximum obligation of $490,394; and

 

    2) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:

YFES has contracted to provide AOD Helpline services since 1991. The Helpline provides a 24-hour 7-day a week counselor-answered support service for persons with alcohol and other drug issues, as well as support for individuals whose lives have been affected by relatives’/significant others’ alcohol and drug abuse. The AOD Helpline is one of several Countywide informational hotlines provided by YFES. The AOD Strategic Directions 2010 Plan determined that the 24-hour AOD Helpline would be an essential component to providing a complete spectrum of services. These services include, but are not limited to AOD assessments, education and referrals.

 

The First Chance Sobering Stations were developed through the proactive and collective vision of local law enforcement agencies, the Health Department and YFES. Services began in the South County in May 1992 and in North County in March 1993. The Strategic Directions 2010 Plan affirmed the need for an Alcohol Violation Temporary Housing Facility to provide temporary shelter and counseling services for persons arrested for alcohol related offenses.

 

DISCUSSION:

AOD is requesting renewing of the Agreement with YFES for AOD Helpline services and First Chance Sobering Station services for an 18-month period. We are requesting a waiver of the RFP requirement for these services because YFES is the sole source provider of both of these services. The AOD Helpline is one of several Countywide informational hotlines provided by YFES. Through the efficiency achieved by providing these multiple hotline services, YFES is uniquely able to provide the AOD Helpline for a level of funding that would not support a stand-alone service. The First Chance Sobering Station Program is supported by local police agencies that provide additional annual funding and oversight. In addition, the South County Station operates under a Joint Powers Agreement that was approved by your Board.

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. This Agreement has been reviewed and approved by County Counsel and Risk Management.

 

FISCAL IMPACT:

The term of this Agreement is January 1, 2008 through June 30, 2009. The total funding obligation for this Agreement is $490,394. Of that amount, $163,464 has been included in the  AOD FY 2007-08 Adopted Budget and $326,930 is included in the FY 2008-09 Recommended Budget. Funding is provided by the State Net Negotiated Agreement and Proposition 172. The Net County Cost for FY 2007-08 is $88,583.
