Agreement with Youth Leadership Institute for Alcohol and Other Drug Prevention Services

 

RECOMMENDATION:

Adopt a Resolution:

    1) Waiving the Request for Proposals (RFP) requirement for prevention and coordination of youth development services;

 

2) Authorizing the President of the Board to execute Flat Rate Agreement with Youth Leadership Institute for Alcohol and Other Drug Prevention services for the term January 1, 2008 through June 30, 2009, for a maximum obligation of $132,346; and

 

3) Authorizing the Director of Health or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

The Agreement contributes to this commitment and goal by providing coordination of Friday Night Live (FNL) and Club Live (CL) youth development and environmental prevention efforts, which in turn contribute to the health and safety of the communities of San Mateo County.

BACKGROUND:

In July 2007 Alcohol and Other Drug Services (AOD) released a Request for a Letter of Interest for the provision of countywide FNL and CL coordination, training and technical assistance on youth-led research and environmental prevention efforts. Youth Leadership Institute (YLI) was the only respondent. YLI has over 15 years of experience coordinating community-based programs, including FNL, reaching young people and adult allies in San Mateo, San Francisco and Marin counties.

 

DISCUSSION:

YLI will provide services to a network of member groups and action teams composed of high school and middle school youth and community-based partnership efforts. Using a framework of youth development principles and standards of practice, YLI will work with adults and youth to build community capacity in youth-led research and environmental change efforts. Action teams will engage in efforts to positively impact their communities. YLI organizes and staffs two programs called Friday Night Live and Club Live, after-school activities designed to involve youth in environmental prevention strategies. These programs directly involve approximately 100 youth and reach many more.

 

We are requesting a waiver of the requirement for a Request for Proposals process for this Agreement as YLI was the only provider of these services identified through the Request for a Letter of Interest process.

 

This Agreement has been reviewed and approved by County Counsel and Risk Management. The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

FISCAL IMPACT:

The term of this Agreement is January 1, 2008 through June 30, 2009. The Agreement maximum is $132,346. Funding is available under the State Net Negotiated Amount (NNA) Agreement. The maximum obligation for FY 2007-08 is $43,582, and the maximum obligation for FY 2008-09 is $87,164. These funds are included in the AOD FY 2007-08 Adopted Budget and the AOD FY 2008-09 Recommended Budget. An additional $1,600 is included for training purposes over the term of the Agreement. There is no Net County Cost.
