Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

The addition of seven positions, deletion of five positions, reclassifying six filled positions and one vacant position, converting the title of three positions and increasing the base pay of four management positions will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work. The conversion of the unclassified position implements the will of the voters as reflected in their passage of Measure D.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

adding seven new positions,

deleting five positions,

reclassifying six filled positions, and one vacant position,

converting the title of three positions,

increasing the base pay of four management positions, and

converting one unclassified position to classified status as required by Measure D.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

 

ORGANIZATION 15000 TAX COLLECTOR/TREASURER

Action:

Add: One position of E350, Fiscal Office Specialist

Biweekly Salary: $1,644.80 - $2,056.00

Approximate Monthly Salary: $3,564.00 - $4,455.00

Explanation:

This is the addition of one Fiscal Office Specialist position. This position will assist with the overall strategic effectiveness of the revenue and Recovery Division of the Tax Collector/Treasurers Department. This change has been approved as a revision to the July budget. This action represents a monthly salary and benefits cost of $6,103. This change represents an increase of one in the total number of authorized positions.

 

ORGANIZATION 25000 DISTRICT ATTORNEY

Action:

Delete: One position of G223S, Deputy Public Administrator Series

Biweekly Salary: $1,995.20 - $2,494.40

Approximate Monthly Salary: $4,323.00 - $5,405.00

Explanation:

This is the deletion of one Deputy Public Administrator II position. This action will support the strategic plans of the District Attorney’s Office. The position will be transferred to Aging and Adult Services where the position is currently funded. This action represents no monthly salary and benefits savings. This change represents a decrease of one in the total number of authorized positions.

 

ORGANIZATION 55000 HEALTH ADMINISTRATION

Action:

Add: 5% to the base pay, in addition to all other compensation, for the Director of Health Services. This increase reflects compensation commensurate with the current salary structure of the Health Department.

Explanation:

This is the addition of a 5% increase to the base pay for the Director of Health Services. This action represents a monthly salary and benefits cost of $958. There is no change in the total number of authorized positions.

 

ORGANIZATION 57000 AGING AND ADULT SERVICES

 

Action:

Add: One position of G217S, Deputy Public Guardian/Conservator Series

Biweekly Salary: $1,995.20 - $2,494.40

Approximate Monthly Salary: $4,323.00 - $5,405.00

Explanation:

This is the addition of one Deputy Public Guardian/Conservator II position. This action will provide additional support to the Aging and Adult Services Division. The position is currently budgeted within Aging and Adult Services. This action will facilitate the transfer of a position from the District Attorney’s Office. This change represents a no monthly salary and benefits costs. This change represents an increase of one in the total number of authorized positions.

Convert: One position of D056, Assistant Director of Mental Health

Biweekly Salary: $4,219.20 - $5,273.60

Approximate Monthly Salary: $9,142.00 - $11,426.00

To: One position of D056, Assistant Director of Behavioral Health and Recovery Services

Biweekly Salary: $4,430.16 – $5,537.28

Approximate Monthly Salary: $9,599.00 – $11,997.00

Explanation

This position change is the result of a recent reorganization within the Health Department and the addition of a 5% increase to the base pay for the new Assistant Director of Behavioral Health and Recovery Services as recommended in the recent Management Compensation Study. This action represents a monthly salary and benefits cost of $782. There is no change in the total number of authorized positions.

Biweekly Salary: $3,826.40 - $4,783.20

Approximate Monthly Salary: $8,291.00 - $10,364.00

To: Two positions of D057, Deputy Director of Behavioral Health and Recovery Services

Biweekly Salary: $4,017.72 – $5,022.36

Approximate Monthly Salary: $8,705.00 – $10,882.00

Explanation

These position changes are the result of a recent reorganization within the Health Department and the addition of a 5% increase to the base pay for the two new Deputy Director of Behavioral Health and Recovery Services positions as recommended in the recent Management Compensation Study. This action represents a monthly salary and benefits cost of $1,419. There is no change in the total number of authorized positions.

Approximate Monthly Salary: $3,760.00 - $4,699.00

Explanation:

This is the reclassification of six filled positions of Office Specialist to the classification of Medical Office Specialist. This position has been studied and determined to be appropriately classified as Medical Office Specialist. This action represents a monthly salary and benefits cost of $4,669. There is no change in the total number of authorized positions.

Biweekly Salary: $1,380.80 - $1,725.60

Approximate Monthly Salary: $2,992.00 - $3,739.00

Explanation:

This is the reclassification of one vacant position of Office Assistant II to the classification of Medical Office Assistant II. This position has been studied and determined to be appropriately classified as Medical Office Assistant. This action represents a monthly salary and benefits cost of $433. There is no change in the total number of authorized positions.

Explanation:

This is the deletion of one full-time Staff Nurse position and the addition of one part-time Dietitian-U position and one part-time Social Worker I-U position both will be .50 FTE. This change has been approved as a revision to the Coverage Initiative Program, renamed the Access and Care for Everyone (ACE) program. This action represents a monthly salary and benefits costs savings of $3,917. This action increases the total number of authorized positions by one.

 

ORGANIZATION 70000 HUMAN SERVICES AGENCY

 

Action:

Convert: One position of B140S, Job Development Specialist Series – Unclassified

To: Classified Status

Explanation:

This is the conversion of one position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that any unclassified positions continuously filled for at least three years be converted to classified status. This position meets that requirement. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

 

Fiscal Impact

The differential, add and delete actions represent a monthly salary and benefits cost of $13,561 or an annual cost of $162,732.
