SUBJECT:

Reconstruction of Princeton Avenue from Broadway to
Columbia Avenue in the Princeton-By-The-Sea Area
(Project No. RL300, F-116 [200-C])

 

RECOMMENDATION:

Adopt a resolution authorizing the Director of Public Works to use an alignment with two-foot offset to the north of the right-of-way centerline as the center of the minimum improvements that are proposed to be constructed on Princeton Avenue from Broadway to Columbia Avenue.

 

VISION ALIGNMENT:

Goal 7: Maintain and enhance the public safety of all residents and visitors.

 

Authorizing the Director of Public Works to use an alignment with two-foot offset to the north of the right-of-way centerline as the centerline of construction of the minimum improvement will allow us to preserve the conditions of the existing trees that are located near the edge of the proposed road improvements.

 

BACKGROUND:

PREVIOUS BOARD ACTION:

1.

Adopted a resolution establishing minimum road standards for road improvements in the Princeton-By-The-Sea Area.

   

2.

Adopted procedures to be used by Public Works in determining if property owners wished to have minimum improvements constructed on their street.

   

3.

Adopted procedures to be used by the Department of Public Works whereby the center of road improvements should be conterminous with the centerline of the road right-of-way unless there are obstructions that warrant offsetting said construction.

   

HISTORY

Princeton Avenue from Broadway to Columbia Avenue is the next street on the MidCoast road priority list adopted by your Board that is proposed for reconstruction. The street standard to be used is based on the results of our surveys of the adjacent property owners.

 

DISCUSSION

Eighteen (18) mature Monterey Cypress trees are located approximately one to two feet to the edge of the proposed road improvement on Princeton Avenue from Broadway to Columbia Avenue. The proposed location of the road improvement would require the cutting of tree roots and this may cause the trees to fall in the opposite direction. Using an alignment with two-foot offset to the north of the right-of-way centerline would preserve the conditions of these trees.

 

Using an alignment with two-foot offset to the north would not allow vehicles to park perpendicular in front of a gym on Princeton Avenue. This would not have a large impact to the gym or other businesses on this block since the gym has a parking lot and off-street shoulder parking is available on Princeton Avenue.

 

A resolution has been approved as to form by County Counsel.

 

FISCAL IMPACT

The cost of improvements will be financed with Road Funds.

 

There is no impact to the General Fund.
