SUBJECT:

Application for Federal Congestion Mitigation and Air Quality Improvement (CMAQ) Funding for 2007-2009

 

RECOMMENDATION:

Adopt a Resolution authorizing the Director of Public Works to submit an application for Federal Congestion Mitigation and Air Quality Improvement (CMAQ) Funding to finance the following projects: F-Street Sidewalk and Streetscape Improvement, Santa Cruz Avenue Sidewalk and Access Ramp, Westborough Boulevard Bike Lanes Colored Slurry Seal, and Middlefield Road and Barney Avenue Solar Powered Lighted Crosswalks, and committing the necessary non-federal match and stating the assurance to complete the project.

 

VISION ALIGNMENT:

Commitment: Ensure basic health and safety of all.

Goal 7: Maintain and enhance the public safety of all residents and visitors.

 

The construction of the above-described improvements will improve the safety conditions of the circulation areas and bike lanes for the benefit of the public.

 

BACKGROUND:

1.

The City County Association of Governments (C/CAG), which administers the allocation of Federal Funding for roads that is made available through the Metropolitan Transportation Commission (MTC), informed us that the County is eligible and can apply for and obtain federal funding pursuant to the MTC 3rd Cycle CMAQ Program Funding.

MTC has made the above funding available to the County due to a building permit taken out by Bridge Housing Corporation (Developer) for the housing development, Trestle Glen, in the unincorporated San Mateo County.

   

3.

The County has agreed to construct the Sidewalk and Streetscape Improvement on F-Street within the Town of Colma (Town) limits and the Town has agreed to continue to have all ownership and maintenance responsibilities over the enhanced facility upon completion of the work.

 

DISCUSSION:

Plans and specifications for the work will be prepared by the Department, except for F-Street, which will be prepared by the Developers’ consultant.

 

A resolution has been approved as to form by County Counsel.

We are proposing to initially finance the projects with Road Funds as Program Funds are received on a reimbursable basis. We will appropriate the required funds in the fiscal year that the Program Funds will be made available and reimburse the Road Fund once Program Funds are received. The required local matching funds of at least 11.47%, or $77,600, is already included in the $111,300 Road Funds as listed above.

 

Reimbursement for the non-federal matching funds of $39,000 for F-Street Sidewalk and Streetscape Improvement Project will be covered by an agreement executed by the Director as authorized by your Board with the Developer.

 

There is no impact to the General Fund.
